Draft Minutes:  June 22, 2011
Minutes Approved:  June 29, 2011

TOWN OF LYME
CAPITAL IMPROVEMENTS PLAN COMMITTEE
MINUTES
June 22, 2011, 5:00 pm

Members Present:  Michael Woodard and Charles Ragan
Members Absent:  Judy Brotman and Manning Rountree

#1.  The meeting opened at 12:00 noon.

#2.  The approval of the minutes of the committee meeting of June 15, 2011 were put off until next week’s meeting.

#3.  Fire Chief Mike Hinsley and Sexton Bill LaBombard attended the meeting to discuss capital needs of their respective departments.

  • Bill will getting a new mower, which is already included in the Capital Reserve account ($14,500), slated for purchase in 2012.
  • Mike will submit his entire spreadsheet for Vehicles & Equipment to the committee for review.  Discussion followed concerning the need to repair, renovate or replace the existing department structure.  Mike felt strongly that there was no need for a new building, and had some definite ideas about a restructured roof and insulation. He was asked to pull together a ballpark number for building improvements.
#4.   Town Clerk Patty Jenks briefly visited the committee.  She is not aware of any capital needs for her operation that would need to be a part of the CIP.

#5.  The committee will revert to 6 pm meetings.  The committee may decide to put off further meetings until more information is gathered from the various departments.

#6.  The committee again discussed the possible need to continue regularly scheduled meetings into September to give departments a chance to review their future capital needs at a time that is not in conflict with summer work and summer vacations.

#7. The meeting adjourned at 1:15  pm.

Respectfully submitted,
/s/ JLSB for Michael Woodard
