TOWN OF LYME
CAPITAL IMPROVEMENTS PLAN COMMITTEE
MINUTES
June 8, 2011, 5:00 pm
Members Present:  Charles Ragan, Michael Woodard and Judy Brotman.  Absent:  Manning Rountree

#1.  This meeting opened at 6:00 pm.
#2.  The committee briefly reviewed the updates provided electronically by Manning.
#3.  The Capital Expenditure Forecast was revised for use by the department heads in formulating information for the upcoming conferences with the committee.  
#4.  The revised form will be sent to all the department heads before their conferences so they have a chance to consider the information being requested.  Once the conferences are concluded, this information will be transferred to the master Capital Expenditure Forecast spread sheet, as drafted by Manning, and to the various other spread sheets, as appropriate.
#5.  The committee felt that any items over $10,000 in value and/or over 10 years life, should be considered a capital outlay.  Included in this item would be such projects as replacing/rebuilding bridges, and “big road” projects (other than regular paving projects).  The committee also felt that most of the projection should be based on 10-year cycle, then they can be reduced to the six-year cycle requested by the Board of Selectmen.
#6.  “Department Head” letters will be sent out to the following:
Emergency Management – Wallace Ragan, Head
Facilities Maintenance Committee – Frank Bowles, Chairman
Fire Department – Michael Hinsley, Chief
Transfer Station – Lance Goodrich, Dept. Head
Conservation Committee – Matt Stevens, Chairman
Highway Department– Fred Stearns, Dept. Head, Road Agent
Town Clerk’s Office – Patty Jenks
Tax Collector – Joanne Coburn
Board of Selectmen – Charles Ragan
Selectmen’s Office – Dina cutting, Administrative Assistant
Planning & Zoning Department – David
Recreation Committee – Dina Cutting, Chairman

Police Department – Shawn O’Keefe, Chief

Library -  Chairman of the Trustees
#7.  The committee would like to receive a copy of the latest version of the Community Attitude Survey for review and consideration in developing the current CIP.  [Dina, can you scan this and email out to the committee members?]
#8.  The committee would like to begin conferencing with the department heads next week at the regularly scheduled 6 pm meeting (Wednesday, June 15) AND add an additional conference dated the following Wednesday, at NOON.  Hopefully the various department heads will indicate to Dina which meeting best suits their schedule so that the committee has an idea of who will be coming to which meeting.  Meetings will last for 1 ½ hours, i.e. 6pm-7:30pm and 12:00 pm-1:30 pm.
#9.  A letter requesting the department heads input should be sent out by the end of the week [again, Dina, hoping you can do this --- so sorry, Dina!], along with a Capital Expenditure Forecast form, and a copy of the departments section from the last CIP.
