Members present:  Chair Ethan Berg, (EB); Cliff Snyder, (CS); Robert Fuster, (RF); Shawn Leary Considine, (SLC); Ned Douglas, (ND)
Staff present: Town Planner, Mary Albertson, (MA) and Land Use Clerk Peggy Ammendola, (PA)

Cornelia B. Gilder, 73 Main Street, (Map 43, Parcel 62) SP under 3.1.A.2 to covert an existing single family house to a two family house. Originally scheduled for October 3, but due to lack of quorum (determined on October 1), rescheduled for Oct. 17, 2012.

ND disclosed that he taught the children of Ms. Gilder, but said that he could be impartial in making a decision. He offered to recuse himself if anyone objected.  There were no objections.

Presenting the petition was Cornelia “Nini” Gilder and her daughter Cornelia Stern.

Consideration had been given to creating an Accessory Dwelling Unit, but Ms. Gilder decided on the conversion to a two family dwelling as the latter would have less long term restrictions.
 
The existing single family home is approximately 4120 square feet.  Ms. Gilder wishes to create within the structure a separate apartment of approximately 510 square feet for her daughter.  She reviewed with the Board drawings of the project.  There will be two means of egress or the apartment and a firewall between the two units.  

A letter of support dated September 13, 2012 from abutter Eric Haythorne, 9 Cliffwood was read into the record.

There were no abutters present nor was there any other correspondence.  
  
The consensus of the Board was that the petition met all of the standards of the special permit requirements.  CS made a motion to approve the petition as presented.  RF seconded the motion and the Board voted to approve 5-0.

Approve minutes:  RF made a motion to approve the minutes of September 5, 2012.  CS seconded the motion and the Board voted to approve 4-0-1.  SLC abstained as she was not present at that meeting.

Other Business: Regarding a recent decision (Jan Plager, 45 Tucker St., Map 44 Parcel 19, September 5, 2012 hearing) to grant a SP to allow a deck, MA told the Board that when the building permit was requested, there was a slight difference in the dimensions that had been shown on the survey plan presented at the public hearing.  The Board decided to make an addendum that they were satisfied with the survey plan and the dimensions that had been presented at the public hearing.  SLC made a motion to make that addendum and RF seconded the motion.  The Board voted to approve
5-0.
