Selectmen's Minutes 11/16/2016

Minutes of Meeting – November 16, 2016; meeting called to order at 7:00pm.  Present:  Warren Archey; Ed Lane; Channing Gibson; Dave Roche; Ken Fowler.
 
The chairman mentioned that there will be a Special Town Meeting at 5pm in the Town Hall on November 29 to deal with three warrant articles; one relating to the solar project, the Valley Street bridge project and the adoption of language at the request of the Board of Assessors.

MOTION by EL, seconded by CG to accept the Minutes of November 10.  4/0 vote with DR abstaining.

Citizen’s Open Forum:  None.

Consent Agenda:  MOTION by EL, seconded by DR to approve the consent agenda as follows:
Grant permission to Phil Rennie to sell Christmas trees at 969 East Street beginning November 24-December 25 from 9am-9pm; one-day W&M license to Ventfort Hall for Saturday, 12/10 from 6-10pm.   5/0 vote.

The Lenox Club of Lenox, Inc. filed a petition to change managers from David Pullaro to Gary Michael Roller.  In addition, they are seeking approval for a change in officers/change of beneficial interest.   Attorney Thomas Hamel was present to answer any questions from the Board.  The Board previously acted upon these requests, but the ABCC had requested additional paperwork be filed.  MOTION by EL, seconded by DR to approve a change of manager and officers for the Lenox Club as presented.  5/0 vote.

FY17 Tax Classification Public Hearing:  The Board of Assessors met with the Board to hold the annual tax classification hearing.  The clerk read the hearing notice as it appeared in the newspaper.  MOTION by EL, seconded by CG to open the public hearing.  5/0 vote.  Chairman Wayne Lemanski presented the Board with statistics as to new growth, values, rates, tax bills, etc. He stated that the Board, once again, is recommending a split tax rate.  The TM then went through various documents included in the Board’s meeting packet.  After a brief discussion, MOTION by EL, seconded by CG to close the public hearing.  5/0 vote.  MOTION by EL, seconded by CG to adopt a residential factor of 0.957 for the purposes of determining the Fiscal 2017 tax rate.  5/0 vote.

Rest of River: The TM and WA attended a meeting on Tuesday.  The TM stated that the current intermunicipal agreement between the communities that are part of the coalition expires in December, so he will be bringing the Board a revised agreement which will extend the relationship with the various communities.

Solar Projects: The TM made a site visit on Thursday with the contractor and DEP.  KF stated that work is moving along per the project schedule.

BOS Liaison Reports:  KF stated that he attended the annual Land Trust meeting, and learned about some exciting plans for the future for our open space.  EL stated that the Richmond Mtn. Road project continues to move forward, and is slightly ahead of schedule.  WA stated that he also attended the Land Trust meeting, and would like to become more active and be the liaison from the Board.  DR stated that on November 5, the 250th committee kicked off their celebrations at the Lenox Club with 140+ people in attendance.  He also, once again, thanked the Town for their support of the veterans.  CG questioned if it may be a good idea for the Board to submit to the Appeals Board of EPA, in addition to the ROR Committee.  He also mentioned that the CPC will be meeting on 11/28 to review the four, second round applications.  Finally, he mentioned that the CPC match this year will be a record low match at slightly above 20.6%.
