Selectmen's Minutes 04/20/2016
Minutes of Meeting – April 20, 2016; meeting called to order at 7:00pm.  Present:  Ed Lane; Channing Gibson; Dave Roche; Ken Fowler; Warren Archey.

The Chair reminded everyone that the Annual Town Meeting will be held on May 5 at 7:00pm at the LMMHS auditorium, and that the warrant contains two by-law articles that people may want to familiarize themselves with prior to the meeting.

MOTION by CG, seconded by DR to accept the Minutes of April 6, 14 and 15.  5/0 vote.

Citizen’s Open Forum: None.

Consent Agenda:  CG placed a Hold on the Temporary Sign Request, Fix-It Fair.  MOTION by CG, seconded by DR to approve the Consent Agenda as follows:  One-Day W&M license to Ventfort Hall for 5/1 from 3:30-6pm; One-Day W&M license to Joseph Nejaime for 5/18 from 5-9pm at Ventfort Hall.  5/0 vote.  Kate McNulty-Vaughan was present to request the temporary sign permit for the Fix-It Fair to be held at the Community Center on 4/23 from 1-4.  MOTION by CG, seconded by DR to grant permission for a temporary sign to advertise the Fix-It Fair at the Community Center.  5/0 vote.  

The Town received a request from the Berkshire International Film Festival, in partnership with Greylock Federal Credit Union, to show for free classic family films in Lilac Park on Tuesday, July 12 and 26 beginning at 8pm.  They suggested that families come with blankets and a picnic.  They would like to offer free popcorn, if allowed.  Police Chief O’Brien has no concerns, and there will be no financial obligation to the Town.  The Board felt that this would be a wonderful idea.  This item will go to a second reading at the Board’s May 4 meeting at which time a vote will be taken.

The TM announced the results of a recent bond refunding.  The Town received seven bids, and sold $5.3 million in new bonds to Raymond James & Associates at 1.47%, and will save over $650,000 in interest costs over the life of the bonds.

The TM updated the Board briefly on our BVB Marketing program.  He stated that the Town is enjoying a rather high click-through rate on the web.

Tony Patella from the Community Preservation Committee appeared before the Board.  He wanted to inform everyone that there will be a public hearing held on May 16 at 6pm in the Town Hall auditorium to hear ideas from the public as to where they would like to see the Community Preservation funds spent.  CG thanked Mr. Patella and Frederick Keator for all their hard work on this committee.  MOTION by CG, seconded by DR to support the three warrant articles sponsored by the CPC Committee that appear on the May 5 ATM warrant.  5/0 vote.

Tennessee Pipeline:   CG read the first paragraph from the Berkshire Eagle article stating that Kinder-Morgan is suspending this project.  This is good news for the entire area.

Rest of River:  This topic is currently in a holding pattern; mediation has not been successful to date, and more hearings will be forthcoming.

Solar Projects:  Construction on the Lee mills landfill should begin in late June.
BOS Reports:  WA thanked CG for all his work on the pipeline issue.  DR stated that the library held their clean-up days, and did quite well in the tag sale.  He also mentioned that the work on the Church-on-the-Hill cemetery should be completed with these last repairs.  KF reminded everyone that dog licenses are due, and that the Planning Board held a public hearing last night to go over the zoning by-law changes.  CG suggested that the various committees that advise the CPC on projects should also plan to attend the May 16 public hearing to give their thoughts and ideas.  He also mentioned that he is working on getting West Sussex England as a sister city to Lenox as part of the 250th celebration.  EL stated that the DPW continues to work on various projects around Town, and that bids are being received for the Henry Avenue and Richmond Mountain Road projects so we should have a figure for the 5/4 meeting.
