Selectmen's Minutes 12/19/2013
Minutes of Meeting – December 19, 2013; meeting called to order at 6:00pm.  Present:  Ken Fowler; Ed Lane; Channing Gibson; Dave Roche; John McNinch.

BOS meeting opened 6pm for Public Forum on the proposed solar project at the Crystal Street Wastewater Treatment Plant.  No members of the public present.

DR introduced Attorney Jeffery Grandchamp, Town Special Counsel for the solar project.  DR asked KF and CG to present the proposed work at the Crystal Street Wastewater Treatment Plant.

KF gave an overview of the project.  He stated that the annual savings generated by the WWTP solar could be $24,500.  He then mentioned that the project has been a collaborative effort with the Town of Lee.  DR asked and KF confirmed that Broadway Renewable Strategies is doing the solar installations for both towns.

CG stated that the town approved the project at town meeting and that nothing has changed since the plan was presented in 2012.  In fact, tree cutting has been reduced.  The WWTP site is the best town property on the WMECO system.

DR stated that when completed, the project will save taxpayers money and that the project meets state directive to reduce energy consumption.

MOTION by CG, seconded by KF that the Town of Lenox enter into the Energy Management Services Contract with Broadway Renewable Strategies Lenox Wastewater Treatment, LLC on the terms and conditions presented to the Board, and that the Chairman of the Lenox Board of Selectmen is duly authorized and directed to execute and deliver on behalf of the Town said Energy Management Services Contract and such other documents and agreements contemplated by the Contract on such terms and conditions as the Board of Selectmen may agree.  5/0 vote.  

By roll call, CG, EL, JM, DR and KF voted to go into Executive Session at 6:55pm to discuss personnel issues, and to not return to open session.
