Minutes of Meeting – November 6, 2013; meeting called to order at 7:00pm. Present: Ken Fowler; Ed Lane; Channing Gibson; Dave Roche. Absent: John McNinch.
The Board met with members of the Town Manager Search Committee to determine the best way to proceed with the search for a new town manager. The committee is recommending that the Town start from scratch and continue to work with MRI and Don Jutton, and that a new search, similar to the previous one, be conducted as soon as possible, with the hope of having a new person in place by February. They feel that the one issue that needed tweaking from the previous search was how negotiations should be handled. They feel that the Board needs to decide what they are willing to offer as far as benefits, and that everything should be in writing. Once they determine this, they would submit this to Mr. Jutton in writing, and he would negotiate with the candidate. It was agreed that we would only advertise in New England and
that preference would be given to individuals with knowledge of a New England Town Meeting form of government. It was also agreed to keep the position open until filled. The Committee added that Mr. Jutton would like a better understanding of the Open Meeting Law as it pertains to negotiating in public vs. executive session.
The Committee will ask Mr. Jutton to turn his memorandum into contract form for the Board to then approve and sign. Language to be added includes when final payment is due MRI and that the benefits package being offered is the same as that offered to all Town employees. MOTION by DR, seconded by KF to authorize up to $6000 to MRI toward this contract for additional services. 4/0 vote.
