Selectmen's Meeting Minutes, 09/15/2010
Minutes of Meeting – September 15, 2010; meeting called to order at 7:00 pm.  
Present:  L Messana; KR Flynn; K Fowler; J McNinch; D Trancynger.

Citizens Participation:  Carolyn Barry stated that she has put together a small informal vintage car open house to coincide with the car show scheduled for this weekend.  She has arranged to have vehicles parked on St. Ann’s lawn, Roche Funeral Home lawn and Loeb’s front lawn, as well as scattered in several parking spaces in town.  Sandra Dee, the promoter for the car show to be located at the Lenox Commons, briefly went through the scenario that has occurred throughout her attempt to get her car show up and running.  It was confirmed that signs will be erected around town to point people up to the Lenox Commons.  She is expecting a few hundred vehicles to be involved in her show.

MOTION by LM, seconded by DT to accept the Minutes of August 25 as amended.  5/0 vote.

Ralph Petillo from the Chamber came before the Board to update them on events scheduled for the 31st Apple Squeeze weekend, 9/25-26.  One of the highlights will be a concert by David Grover in the parking lot area near the post office.  MOTION by DT, seconded by LM to approve all Apple Squeeze activities as presented.  5/0 vote.

Library Director Sharon Hawkes updated the board on current and planned activities at the library.

Roscoe Sandlin gave the board an overview of how the summer’s concert series went.  He feels that for next year, there needs to be better publicity and that there should only be eight concerts, since it is beginning to get dark come September.  The Board then held a discussion about fundraising for the proposed gazebo in Lilac Park.  Roscoe suggested that a brochure be printed up using the sign for the gazebo as the cover.  He would like to approach corporate sponsors for donations, look into utilizing CPA funding and put together a fundraising effort.  He feels that a private group rather than a town committee would be a better way to go.  $100,000 is the figure that they are looking to raise.

Kevin Chittenden and Tom Delasco from the Berkshire Scenic Railway appeared before the Board to announce that they had purchased the Daley property located on the corner of Housatonic Street and Willow Creek Road.  They are currently leasing the property back to Daley until the summer.  The plan is to remove the building that blocks the main entrance to the train station and open this area up.  They gave a brief overview of operations and upcoming events.

The BRTA previously requested permission to install bus shelters at Franklin and Main Street.  The Board submitted this request to the HDC for their review.  The HDC has given their approval with the provision that our standard street benches be used in the shelter rather than the bench that normally comes with the shelter.  MOTION by JM, seconded by KF to grant permission for the BRTA to install bus shelters at Franklin and Main as stipulated by the HDC.  4/1 vote with LM opposed.

MOTION by JM, seconded by DT to enter into an agreement with Weston and Sampson in an amount not to exceed $31,140 to conduct well exploration work on the old Baczak property on East Street, and to authorize the TM to sign a contract for same.  5/0 vote.

The TM gave an update on the various construction projects in town:  Housatonic Street sidewalk work is ongoing.  Once completed, they will move to Franklin Street; paving is being done on various streets throughout town; work on Holmes Road will begin on 9/27 and continue for 2-3 weeks.  Alternate routes should be used; the bid for West Street has been awarded, and erosion control measures will begin in early October followed by new drainage work.  He explained that next September will be the most challenging time when West Street will not be open to through traffic for a few weeks.

MOTION by LM, seconded by DT to approve the consent agenda which included the following:  Appointment of Renee Far to the Lenox Cultural Council; Permission for the Brock Trot to be held on 10/24, utilizing the same route as last years’ event, to allow a food concession, to place staging at the start of the race in a parking space in front of The Curtis and to hang two separate banners in various locations, and permission to use acoustics at Shakespeare & Company in the morning only; One-Day A/A license to the Blue Heron Café and Restaurant on 10/2 from 5:30-11:45pm at Elm Court Estate; One-Day A/A license to Beverly Rubman on 9/25 from 5-11:30pm at the Lenox Library; One-Day W&M license to Peter White for 9/29 from 6-9pm at EPRI.  5/0 vote.

MOTION by JM, seconded by DT to amend the Entertainment License currently held by BHG Partners, LLC to include live music to end by midnight.  5/0 vote.

KRF made an announcement of a vacancy to the BRTA Board for a non-voting member to represent the interests of the disabled population.  She also mentioned that there will be a Prescription Round-up on 9/25 from 10-2 at the Lenox Commons, and also that there is a meeting regarding zebra mussels and milfoil on 10/2 at Berkshire Community College.

Old/New Business:  LM went through the September employee anniversaries.  She asked when the boat launch will be ready (next Monday).  She also asked for a status of the bike racks (ordered) and the recycling containers (very expensive, looking for funding).  She also requested that the School Department be asked to attend the 9/29 BOS meeting to give a quarterly update.
