TD called the meeting to order at 6:02 pm.
Approval of minutes
July 26, 2016: PK moved approval; TD seconded. The motion was approved unanimously (3-0).
Aug 9, 2016: KMV moved approval as amended. PK seconded. The motion was approved unanimously (3-0).
Aug 23, 2016: KMV moved approval as amended. PK seconded. The motion was approved unanimously (3-0).
Letter to select board re TIF/STA
KMV noted that this is a good reflection of where the PB stands on this. PK made some additional document changes/edits as proposed by KMV. PK will send the text to GM for distribution to the PB.
PK moved acceptance of the August 25, 2016, version of the memo as amended. KMV seconded. The motion was approved unanimously (3-0).
GM will see that the PB is part of the BoS agenda for September 21, 2016; KS will make the presentation on the TIF/STA memo. Other PB members should be present if possible.
Line Edit of Zoning Bylaw Amendment: Village Center Parking Overlay District (VCPOD) from 5-15-16
GM noted that the Lenox Zoning bylaw amendments were approved by the state AG and these will be posted on the town website.
The PB engaged in a broad discussion of issues within the topic of parking and loading requirements: boundaries of overlay district, split parcels, historic district, changes of use, previous parking study, influx of new traffic due to new hotels coming on line, etc. GM said she could prepare a map that shows the overlay between the new boundaries over the current ones. Previously, KS has suggested there be an informal information session on the parking changes in April, before the public hearing that happens prior to the town meeting in May.
Schedule Joint Hearing with BoS for New Appointment
GM will schedule a joint PB/BoS meeting on September 21, 2016, prior to the BoS regularly scheduled meeting regarding the appointment of Deborah Rimmler to the PB.
