Members present:  Chair Joseph A. Kellogg, JK, Ken Fowler, KF, Steve Sample, SS.
Gary Schiff GS and Kate McNulty-Vaughan, KMV.

Staff present:  Mary Albertson, Town Planner, MA.

The meeting was called to order at 6:05 pm.

Approval Not Required Plans:  There were no plans submitted.  

Site Plan Approval in Residential Districts:  
JK asked members to offer their comments on the draft bylaw.  Discussion ensued regarding the definition of gross floor area.  Members debated the merits of including basements in the gross floor area calculation.   JK suggested that the proposed bylaw be consistent with the Zoning Bylaw’s existing definition and that would include basements.  Members agreed.  

Members offered the following additional comments:

        Section 9.6.2.1.a&b – reverse the listing order.
        Section 9.6.4.2 – add mechanical systems.
        Section 9.6.7.2. – change 60 days to 30 days.  Add a provision to allow for a mutual extension  of the deadline.
        Section 9.6.8.3 – remove:  “60 days from the filing date with the clerk” and replace it with “7         days from the date of the decision”.
        Section 9.6.11 – Change shall to may.

Members suggested additional review of Section 9.6.3, Section 9.6.5, and Section 9.6.8.  It was agreed that the aforementioned minor corrections should be made to the draft for the public information meeting on Thursday – December 3, 2009 and that additional work will be needed on the design guidelines.  MA said she has received approval to hire Attorney Mark Bobrowski for a review of the draft bylaw to assure it complies with the law.  She hopes to have his initial comments prior to the public informational meeting.  

Minutes:  KF made a motion to approve the minutes of November 10, 2009, and GS seconded the motion.  The Board voted 5-0 to approve.  

Old Business:  Ralph Petillo was present to clarify his comments made at the last meeting regarding the proposed kiosk.  He stated that the Chamber supports the concept of a kiosk but asked that the materials and size be consistent with the Historic District guidelines.  

JK said that he and MA attended the November 18 Board of Selectmen Meeting and offered an update on the current zoning amendment projects.  

JK noted that Interstate Biofuels will conduct a public tour of the Niagara Mill, the site of their proposed biodiesel manufacturing project, from Noon – 4:00 PM on November 30 followed by a public information meeting at 6:00 PM at Town Hall.  The MEPA Consultation Session will be held at the Niagara Mill on December 4 at Noon.  







New Business:  Public hearing notices and decisions from abutting communities and a letter from John and Susan Foulds relative to the park benches being installed at the corner of Walker and Church Streets were reviewed.  

SS made a motion to adjourn at 6:50 pm.  KF seconded the motion and the Board voted 5-0 to adjourn.
