Land Use Meeting Room

Members present:  Chair Kim Reopell Flynn, KRF; Joe Kellogg, JK; Steve Sample, SS; Kate McNulty Vaughan, KMV
Absent with notification: Pam Mackie, PM
Also in attendance was Town Planner, Joellyn Warren, JW

The meeting was called to order at 6:05 pm.

There were no scheduled applications before the Board for tonight’s meeting.  The following items were discussed by members of the Board and the Town Planner.

Minutes: February 6, 2007-JK made a motion to accept the minutes of February 6, 2007 and KM-V seconded the motion.  The minutes were approved by a vote of 3-0-1.  KR-F abstained and PM was not present.

Training: JW reminded the Board of the training session that will be at the Town Hall, Land Use Room on Thursday, June 28 at 7:00 p.m.

New Petitions:  KR-F reviewed with the Planning Board petitions that have been recently filed to determine which petitions warranted a hearing with the Planning Board.  Those petitions discussed and the consensus is as follows:
·       Sneider                         Refer to ZBA
·       Ryan                            Refer to ZBA
·       Sagalyn                         Refer to ZBA
·       Canyon Ranch Resorts            Planning Board will hear on July 24, 2007
·       Buccaneer                       Planning Board will hear- date pending

JW will be consulting with the Zoning Board of Appeals to determine a hearing date for both Boards (Planning and Zoning) to hear the Buccaneer petition.  SS will contact Jim Herrick, an abutter, to determine a convenient date for a site visit for abutters to the Buccaneer property. He will advise PA so that this site visit can be posted.

New Planner:  JK advised the Board that he, KR-F and Town Manager, Greg Federspiel will recommend to the Select Board at tomorrow’s Selectmen’s meeting their choice for the full time Town Planner position.  

Historical Commission:  KM-V brought to the attention of the Planning Board the Historical Commission minutes of March 12, 2007, relative to their discussion of Demolition Delay Bylaw.  The Planning Board discussed those minutes.

Zoning and Land Use Issues:  JW discussed the following items:
1.      Proposed Re-codification of the Zoning By-Law by Mark Bobrowski.
2.      Development of a guidebook for preferred design.  JW is consulting with Rob Hoogs of Foresight Land Services regarding his services as a technical advisor to the Planning Board.  
3.      Inclusionary Zoning:  The Planning Board discussed the document regarding inclusionary zoning that had been provided by JW to the Planning Board on May 21, 2007. Modifications were made at tonight’s meeting.  JW will now forward the draft to EOEA and the Department of Housing and Community Development.
