Members present: Chair Kim Reopell Flynn, KRF; Steve Sample, SS; Joe Kellogg, JK; Kate McNulty-Vaughan, KMV

Not present: Pam Mackie, PM

Also in attendance was Town Planner Joellyn Warren.

6:10 p.m. General Business and Minutes.

JK made a motion to approve the minutes of January 23, 2007 as amended. SS seconded. All in favor.

SS made a motion to approve the minutes of January 30, 2007 as amended. KMV seconded. Minutes were held until a late date as there was not a majority of those present at that meeting to vote.

The Board briefly discussed possible zoning amendments for Town Meeting 2007. One suggestion from JK is to include clinics in the C-3A district. KMV suggested also that a definition be included in Section 2. JW asked the board if it would be appropriate for the entire C-3A district or limited to the Gateway district. The Board considered the question and made no final determination.

JW advised the Board that she and the Lenox Historical Commission are working on a town Demolition Delay Bylaw. There is a draft Bylaw that will be presented to the Selectmen on February 14, 2007. The current draft includes the Planning Board as the regulatory board making a final determination as to a structures historical significance. JW stated that the Commission would first act within 30 days for receipt of the request of a demolition permit to the Building Inspector. Then the Commission would forward the request to the Planning Board who would then hold a hearing and make a final determination. JW further stated that this process would be difficult if the Planning Board did not become involved as they are better positioned to make a just determination.

The business meeting was adjourned at 6:50 p.m.

7:00 p.m. Neighborhood Meeting.

The Planning Board continued their meeting at Eastover Resort to hear from the residents of the Eastover neighborhood. Many of the issues presented related to:
·       open space preservation
·       process of development and need to better shape this in the future
·       impact to water supply from new development
·       need for affordable housing
·       inclusion of bike trails and other active recreation
·       improving sidewalks and walkability in the area
·       desire to limit large houses on small lots in an area of moderately sized homes.  
·       better communication between Board and neighborhoods
