Meeting called to order at 4:10 PM.
Minutes of the September 13, 2010 meeting were approved.
Old Business
AT&T Antenna in Church on the Hill Steeple  
The HC has approved this project. Notice of our approval has been sent to Mass Historical Commission and papers are filed in HC Office in The Academy.
Historic House Plaque Program
OW created laminated brochures that are now displayed in high-traffic areas to announce the plaque program and the locations where brochures that include applications for a plaque can be obtained.  Locations are Town Hall, Historical society at The Academy, the Post Office (glass case) and the Library (bulletin Board, Lobby). Fifty brochures have been distributed to each location. OW will. Check to make sure laminate is displayed on stand provided at Town Hall. JB will apply for permit to display date plaque on his house in the Historic District at Oct 19 HDC meeting. Procedure includes HDC approval for plaques in the HD.
Village Directional Signs
The HC approves the following hand-painted, black lettering on white background signs for placement in Historic Lenox: “Historic Village Shops & Restaurants” at Walker/ Church, Main /Housatonic and Main/Franklin intersections, replacing the current temporary brown and white metal signs. SP will present to Historic District Commission for their approval.
Historic Street Name Signs
JB met with Greg Federspiel regarding funding for replicas of the one remaining historic street sign at Main/Cliffwood. Greg will know in December if Phase 2 of the Village Improvement Project is coming in under budget and might accommodate the $6,645 for 18 signs (5 doubles and 8 singles) in the Historic District. Otherwise the HC might appeal to the Community Preservation Committee for funding. Frank Santilli from Spec-Lines will meet with JB in Lenox on Oct 22 to borrow original sign to replicate the lettering.

West Street Project
OW and JB saw Greg Federspiel, Town Manager, regarding the asphalt sidewalk on West Street. This modification to the bid contract has not happened yet. OW and JB measured every sidewalk in Lenox. The sidewalks (Kemble Street, Walker Street, Cliffwood Street, and the west side of Main Street) were 5' wide, or less. The exception was in the village where the size of the sidewalks varied. ~The question is why the specs for the West Street sidewalk are for 6'? OW will stay on top of this issue.
Updates to Form B’s
A meeting has been scheduled on Thursday, October 14 with 2 or 3 responders to the HC Request for Quotation to update 122 Form B’s, primarily in the Historic District. JB has
emailed the spreadsheet with information about HD properties to three interested parties. SP will create a list of the 122 properties.
Affirmative Maintenance Ordinance vs. Demolition Delay By-law
The HC will proceed with a Demolition Delay Bylaw. It is recommended by MA Historical Commission that all Massachusetts towns adopt this bylaw.
Update Board of Selectmen
SP will produce a report of HC’s activities this year for JJ to present at an upcoming Select Board meeting. Among the topics for inclusion are: Westinghouse street lights, village directional signs, historic house date plaques, West Street project, Form B updates, and demolition delay bylaw.
New Business
Gazebo
LS reported that she put together a spreadsheet of questions. Church on the Hill, Lenox Children Center and Lenox Youth Basketball (all of whom hold craft fairs in Lilac Park in the summer) want representation on the Gazebo Committee. Church on the Hill rep thinks the whole park needs to be looked at. LS will keep the HC apprised of developments.
