Historic District Commission Meeting Minutes 04/23/2013

Historic District Commission
Minutes
Land Use Meeting Room
April 23, 2013

Members present: Acting Chair Steve Sample, SS; Elaine Steinert, ES; Lucy Kennedy, LK
Absent with notification: Chair Jason Berger, JB
Staff present: Peggy Ammendola, PA

Town of Lenox, Map 43 Parcel 173, 18 Main Street, erect a 6’ high wood fence along the north side of Roche Reading Park which will provide separation between the park and the adjoining commercial properties.

Present was Sharon Hawkes, Executive Director of Lenox Library

Making the presentation was Town Manager Greg Federspiel. Mr. Federspiel stated that the proposed fence would run 144 linear feet on the northern boundary of the park.  It will be similar to the fence, approved August 2011, which was installed on the eastern border and it will be the same color.  It will not have the lattice work on the top as the other one, and at the north western corner the fence will dip to four feet in height, which will soften the look.

The Commission referred to a letter from Edward and Diane Darrin, owners of the adjacent property on the northern side, the Hagyard Building, dated April 13, 2013, who stated their concerns of having access to repair their building and obstruction of their view from a window.  Mr. Federspiel said that the chain link fence that was behind the row of diseased hemlocks that have been removed was right on the property line.  The placement of the new fence will provide a little more space for accessibility and he stated the fence would be less obstructive than the hemlocks.

LK made a motion to accept the fence as described in the application.  ES seconded the motion and the Commission voted to approve 3-0.

LK made a motion to adjourn the meeting.  ES seconded the motion and the Commission voted to agree 3-0.  The meeting was adjourned at 6:05 p.m.

Approve Minutes:
        March 19, 2013-The Commission tabled.
April 16, 2013-Tabled as there was not a quorum.

Respectfully submitted,
Peggy Ammendola
