Staff present: Peggy Ammendola, PA

Wendy Philbrick, 14 Cliffwood Street, Map 43 Parcel 69, fence at the front yard to coordinate with the side yard arbor and front yard hedge.  

Presenting the application was John Graney of Graney Metal Design.  Mr. Graney provided plans for the proposed decorative rail fence as well as a photograph of the existing fence.  The proposed free standing fence measures 50 feet in length, 3 ½ feet in height and will be very similar to the existing.

LK made a motion to approve the fence as presented.  ES seconded the motion and the Commission voted to approve 3-0.

Church on the Hill, 169 Main St., Map 46 Parcel 18: Discuss EBI Consulting letter of January 29, 2013 which is seeking the HDC’s comments regarding the proposed modification by AT& to the existing wireless telecommunications antenna facility located within the enclosed interior of the bell tower at the Church on the Hill.  

The discussion was tabled until the next meeting as JB was not present.

Approval of the minutes was tabled as there was not a quorum.  

Note: Due to quorum issues, with the exception of the January 4, 2012 meeting, the minutes have been tabled.  For some sets, there were only three members who attended and one of the three has since resigned.  Upon advice of the Town Manager, the two members who were present plus at least one member who was not should vote to approve the minutes.  The “rule of necessity” should be invoked for the third vote.
