Historic District Commission Meeting Minutes 12/04/2012

Historic District Commission
Minutes
Land Use Meeting Room
December 4, 2012

Members present: Chair Jason Berger, JB; Steve Sample; SS Lucy Kennedy, LK
Absent without notification: Elaine Steinert, ES,
Staff present: Peggy Ammendola, PA

Church on the Hill Chapel, located adjacent to Lilac Park, 55 Main St., Map 43 Parcel 60:
  • Sign
  • Wrap basement space window frames in aluminum flashing versus the installation of wood like trim which had recently been approved by the Commission.
Presenting the two applications was Courtney Gilardi.  The first application was for the sign. Ms. Gilardi described in detail the proposed two sided sign and the location and stated that her proposed sign is the same size as the Kimball Farm sign.

LK commented that the proposed height of the sign post and square footage of the sign exceeded that which is allowed.

SS made a motion to approve the sign request with the stipulation that the sign will not exceed 6 square feet, the posts will not exceed six feet in height, the sign will be set far enough back from the sidewalk, and that the sign will be mounted so that it does not swing.   LK seconded the motion and the Commission voted to approve 3-0.

Ms. Gilardi said that it has been discovered that the windows above the basement level are not wood, but aluminum.  She wanted to return to the Commission seeking approval to use the same material to trim the eight basement windows that had been approved to be trimmed using an Azek style material.  She provided samples of the aluminum and photos of the back and side of the chapel.  She said that the trim can match the other windows, which she felt would be consistent.

JB requested a site visit.

SS made a motion to continue the meeting to December 18, 2012 at 5:30 pm and LK seconded the motion.  The Commissioners will go to the site individually at some time prior to the next meeting.

Carmela & Serge Paccaud, 71 Church St., Map 43 Parcel 182, alterations:
  • Replace wood siding with cement board
  • PVC will be used for trim
Presenting the application was Mr. Paccaud.  He said that the existing siding is knotty pine.  It is buckling and the nails are popping out.  He proposes to replace the siding and trim in stages, starting with the front and one side.  He provided samples of the new materials.

LK made a motion to accept the application as presented and SS seconded the motion.  The Commission voted to approve 3-0.

Approve Minutes:  October 16, 2012-SS made a motion to approve the minutes as amended.  LK seconded the motion and the Commission voted to approve 3-0.

Other Business: SS gave a brief update on the Planning Board’s work on a proposed zoning bylaw with regards to signage.

LK made a motion to adjourn at 6:30 pm.  SS seconded the motion and the Commission voted to adjourn 3-0.

Respectfully submitted,
Peggy Ammendola
