Historic District Commission
Minutes
Land Use Meeting Room
March 1, 2011

Members present: Chair Jason Berger, JB; Claire Cantone, CC; Steve Sample, SS
Absent without notification: Elaine Steinert, ES
Staff present: Peggy Ammendola, PA

Scott Shortt/The Frederick formerly known as the Kemble Inn, 2 Kemble Street, Map 7 Parcel 22-3, remodeling by installing replacement windows with matching mullion patterns.  Additionally he is proposing an exhaust on the roof at property.

Presenting the application was Architect Jim Harwood who represents Mr. Shortt.

In attendance were Jim Biancolo and Suzanne Pelton, both of the Historical Commission.

Mr. Harwood asked that the Commission continue the portion of the hearing related to the hood exhaust to the next meeting as he is looking at a different option.

Mr. Harwood provided handouts to the Commissioners that detailed the window replacements and included photos of window types being replaced.  He said that full window replacements are being proposed.  The patterns will be an exact replica and the sizes and dimensions of window and sill trim will be exactly the same.  The proposed new windows are double pane by Pella and the profile of the trim and mullions will be slightly different.

Ms Pelton said that it is inconceivable that originally the house was built with windows that were “six over two” due to the expense of making large pieces of glass in that era and she suggested that Mr. Harwood consult with Nini Gilder who Ms. Pelton believes has pictures of the original house.  Mr. Harwood said that he has researched and has pictures of the original family members taken inside of the house and that the expense of the glass was the purview of the very wealthy which is consistent with this house and the proposal is consistent with the Historic District Guidelines.

SS made a motion to approve the replacement windows as presented and CC seconded the motion.  The Commission voted to approve 3-0.

SS made a motion that the portion of the application for the exhaust proposed for the roof be continued to March 15, 2011 at 5:30 pm and CC seconded the motion.  The Commission voted to approve 3-0.
Jennifer Nacht, 51 Church St., Map 43 Parcel 178, sign.
The application was for one sign, but the applicant, Jennifer Nacht, is proposing a second sign to be placed on the directory sign on Housatonic.

Because only one sign is permitted, the Commission suggested that Ms. Nacht proceed with her request for the one sign for Church Street as the second sign at Housatonic Street is actually on another parcel and also suggested that she consult with the Building Inspector as well as this is a zoning issue.  It is also possible that the directory signage was never permitted.  JB explained that the HDC cannot approve a sign that has not been noticed.  JB will also speak to the Building Inspector.

SS will speak to the Planning Board about this particular situation as it relates to signage on adjacent property.

For the primary sign, Ms. Nacht provided the sign design, but did not give a description of the post, location or method of display of the sign.   Discussion ensued as to whether the applicant should return to the Commission with a plan showing the location of the primary sign. Ms. Nacht told the Commission that she would put up a vertical sign that measures 32 inches long by 22 inches wide that would be consistent and in line with the other signs on Church Street.

SS made a motion to approve the sign on Church Street to be located in line with the other signs on Church Street that is no higher than 6 feet and with the design presented.   CC seconded the motion and the Commission voted to approve 3-0.
