Members present:  Chair Ken Fowler (KF), Elaine Steinert (ES), Kate McNulty Vaughan (KM-V), Jason Berger (JB)

5:45 p.m. Lenox Court Condo Trust, 46 Housatonic St., Map 43 Parcel 157, sign
(Continued from 3/20/07.)  JB recused himself from this meeting.

Presenting the application was Craig Cusson, Trustee for Lenox Court Condo Trust.  The request is for an aluminum sign, bronze colored, measuring 13.5 inches by 8.5 inches.  The sign, “Private Drive” will be mounted on a single post   approximately four feet high.  The placement will be on the right side of the drive, next to the Lynn Building and will be removed during the winter because the parking issue is not a problem then, and it could get in the way of the snow removal.  There have been problems with people who are not residents of the condos parking in the drive, blocking the residents from exit and entry.

ES made a motion to accept the sign as described and KM-V seconded the motion.  The Commission approved 3-0.


6:15 p.m. DeVries Fine Art, Franklin St.  Move existing sign from 17 Franklin St. to new location at 62 Church Street, Map 43 Parcel 117, informal review.

Present was the representative  of DeVries Fine Art,  Diana Sadigiha.  

Ms. Sadigiha said the gallery has moved to a new location and they wish to put the same sign they used at the previous location of 17 Franklin at the new location on Church St.  There had been a sign for the previous business, Hado, at this location on Church St.  The Commission reviewed the request and noting that it is a sign which had been previously approved by HDC, felt that moving the same sign from one location to another within the Historic District is not a significant change.

JB made a motion that this change is not significant enough to require a Certificate of Compliance.  KM-V seconded the motion and the Commission approved 4-0.

ES made a motion to approve the relocation of the sign to the new location and JB seconded the motion.  The Commission approved 4-0.




Other business:  
·       Daniel and Paula Almgren, Monument Nominee Trust, One West Street (Map 43, Parcel 14).  On November 21, 2006, the HDC approved a request for a sign for Paula Almgren.  Upon application for a Building Permit for her sign, Ms. Almgren was told the sign size exceeded the allowance under the Zoning Bylaw, and that she would need to apply for a variance.  The ZBA turned down their request; therefore Ms. Almgren has decreased the size of the sign by removing the excess border and resubmitted her application to the HDC for their approval.

KM-V made a motion that the change is not significant enough to warrant a Certificate of Compliance.  JB seconded the motion and Commission approved
4-0.

·       Minutes submitted for approval:
1.      March 20, 2007
        KM-V made a motion to approve the minutes of March 20, 2007 with no edits.  ES seconded the motion.  The Commission approved 3-0.  (JB recused himself as he was not present at that meeting.
    2.   March 28, 2007
        The Commission wanted further time to review the minutes.

·       Violations: JB suggested the Commission revisit the issue of violations within the Historic District.

·       Winstanley, 114 Main St., Map 43 Parcel 80:  The Commission discussed the metal roof on this building that was installed within the past few years.  There was not an HDC application for this change.  KM-V will write a letter to the Building Inspector regarding permits for this change.

·       Sequence of appearance before Boards when a project requires multiple Boards review.  Further discussion is warranted.
