Members present: Chair Neal Carpenter, (NC); Tim Flanagan, (TF); David Lane, (DL); Joseph Strauch, (JS); Rose Fitzgerald Casey, (RFC); Vince Ammendola, (VA); Dick Ferren, (DF)

Request for Determination of Applicability, MassDOT at Route 7&20 near Station 184+00.  The proposed project is to install sub drain for drainage improvements. Continued from April 20, 2017.

Site Visit-April 27, 2018-Attending were Amer Raza and Mike Fabiano of MassDOT and Commissioners NC, TF, JS and DL.
Making the presentation was Amer Raza who stated that they will add 180 feet of sub drain to reduce the groundwater. An original plan from the widening of Routes 7 & 20 was presented. Mr. Raza pointed out the blue line which shows the existing sub drain. Both the manholes on the east side and west side (Morrison’s) of Routes 7&20 are connected.  The manhole at Morrison’s does not have an outlet which causes it to overflow and flood the driveway.  The new sub drain will pick up the groundwater at Morrison’s and take it to an existing drainage system to the south.  
Mr. Raza signed and dated (5/4/2017) the 1992 plan which will serve as the official record.  
DL made a motion to approve the project as presented and to issue a Negative 3 Determination.  JS seconded the motion and the Commission voted to approve 7-0.   
Request for Determination of Applicability, Mark Alimansky for Alimansky Realty Trust 65 Bramble Ln, Map 1 Parcel 45. The proposed project is to replace the existing septic system with a pumped sewer system.  

Mr. Alimansky reviewed the application and detailed plans for the project.  He said that the existing tank and pump chamber will be filled.  

RFC made a motion to accept the project as presented and issue a Negative 3 Determination. DL seconded the motion and the Commission voted to agree 7-0.

Site Visit was held on May 8th and was attended by TF, JS, VA and NC.

Approve Minutes-April 20, 2017-TF made a motion to approve the minutes.  JS seconded the motion. The Commission voted to approve 4-0-3 with RFC, DF and VA abstaining as they were not present.

Other Business-  
        Aspinwall Stables-NC said that he met with Jim Scalise and Sarah Gapinski of SK Design, Gwen Miller, and the Building Inspectors to discuss plans regarding Aspinwall Stables. John Fontaine, Auctioneer, is interested in the property for auctioning and storage.   An RDA will be filed.
        Edith Wharton Park-JS stated that he has been out three times to the Edith Wharton property and today went out with Town Planner/Land Use Director Gwen Miller. Three bobolinks have been spotted; two males and one female.   Mass Audubon will have an intern this summer who will be doing bird surveys at Canoe Meadows and will also be doing a survey at Edith Wharton Park.
Site Visits:  
  • Berkshire Mobile Home Park-Map 28 Parcel 34-As a follow up to a Determination of Applicability, NC went to the site on May 13, 2017 and reported that he is satisfied with the installed silt fence.  
  • Laurel Lake-May 5, 2017-NC talked with Stephanie McNair, a real estate agent, who asked what one would need to do in order to create a boardwalk to the lake. He advised her that an NOI would have to be filed.
  • Twelve Oaks-On May 3, 2017-NC met with the caretaker of Twelve Oaks regarding their detention basin. MassDOT said that there should be a detention basin as there is too much groundwater coming from Twelve Oaks. NC reported that there is a grass detention basin with no water going through and it is being mowed. Twelve Oaks said that they will be digging it out to look for a pipe. The Commission is still waiting for a Notice of Intent from MassDOT to correct the problem in Kennedy Park at the state highway multiple outlets.   
The Commission is aware of the issue and has been in touch with Mass DOT and is still waiting for them to file an NOI.

There will be a site visit on May 23, 2017 at 3:30 PM at Baker’s Pond.
RFC made a motion to adjourn. VA seconded the motion and the Commission voted to adjourn at 8:10 PM.
