Making the presentation was Rob Hoogs of Foresight Land Services and George Haddad of Haddad Toyota.

Mr. Hoogs reviewed the site plan showing the existing dealership buildings, parking lots, erosion sediment plan and utility plan.  The wetlands are on an adjacent lot.  Mr. Hoogs said that the parking lot will be milled and reconstructed.  During this time the dealership will be open so the driveway cannot be closed off.  Two thousand square feet of black top on the southeast corner of the lower parking lot will be removed and vegetated and a water quality swale with spreader will be created so that sheet flows that presently run off the pavement and out to the wetland in that area will be filtered by the new vegetated area and swale.  The plans also call for the construction of an underground detention system which will collect all of the drainage providing filtering and infiltration.  Mr. Hoogs explained that this is a maintenance project, working with what is presently there and improving upon it.  Stormwater standards do not apply here.  

TF made a motion to approve as presented and to issue a Negative 3 Determination.  The special conditions were: Call to have siltation devices checked before work begins; have Foresight oversee project and email the Commission once a week during construction with updates and progress of work; catch basins be protected with erosion control.  VA seconded the motion and the Commission voted to approve 6-0.  

Lenox/Lee Dog Park Group-Elizabeth Goodman and Land Use Director/Town Planner Gwen Miller appeared before the Commission to discuss the possible use of a portion of the mutually owned tract of land along the west shore of Laurel Lake for a dog park.   The Commissioners informed Ms. Goodman and Ms. Miller that this particular habitat is rare and delicate and historically managed to preserve its availability as a bird nesting area.  It is felt that the introduction of dogs would be disruptive to the habitat.  The Commissioners suggested an upland area in the field on West Dugway Road in Kennedy Park.  Ms. Miller will reach out to see is this alternative could be pursued.  The Commissioners offered to write a letter of support.

Site Visit-NOI, replacement of an existing culvert-City of Pittsfield, Department of Public Utilities New Lenox Road at Mill Brook, Map 29 and Parcels 30 and 33-Due to the recent snow storms it was agreed that the Commissioners would go on their own at their convenience. The hearing is scheduled for February 19, 2015.  

Approve Minutes: January 15, 2015-RFC made a motion to approve and JS seconded the motion.  The Commission voted to agree 6-0.
