Members present: Chair Neal Carpenter, NC; Vince Ammendola, VA; David Lane, DL; Tim Flanagan, TF; Rose Fitzgerald Casey, RFC; Joe Strauch, JS

Absent with notification: Dick Ferren, DF

Request for Determination of Applicability, Carolyn and Eli Newberger, 132 Lime Kiln Rd., Map 27 Parcel 34.  Construction of a one-story addition to the existing house.  The area is within the buffer zone of a small pond and within 200 feet of a perennial stream.

Making the presentation was Matt Puntin of SK Design Group, Inc.  He stated that the small addition will be placed in the area of an existing stone patio. The construction includes the installation of Techno™ posts instead of sona tubes.  The process for placement of the piers involves an auger screw rather than a post hole.  

TF expressed concern about the removal of the existing stone patio and the possibility that loose stones and other loosened materials might find their way into the wetlands and suggested that some means of trapping this material be installed during construction.  

RFC made a motion to issue a Negative 2 Determination with the condition that if necessary proper siltration devices such as straw wattle be used to prevent debris from going into the wetland. DL seconded the motion and the Commission voted to agree 6-0.  

Site visit:  Lin Schreiber, 950 East St., Map 33 Parcel 39.  The Commission scheduled a site visit for January 12, 2011 at 10:00 am.  

Minutes of Dec. 2, 2010- JS made a motion to approve the minutes and DL seconded the motion.  The Commission voted to approve 5-0-1.  RFC abstained as she was not present at that meeting.  

RFC made a motion to adjourn and DL seconded the motion and the Commission voted 6-0 to adjourn.
