Notice of Intent, Schweitzer-Mauduit International, 2 Mill St., Map 2 Parcel 31.  Excavation of an approximate 15’ by 35’ (approximately 20 cubic yards) of contaminated soil within the wetland buffer.  Continued from Feb. 17, 2011

Present were Paul Gaudette, Environmental Engineer for Schweitzer Mauduit International and Jack Jemsek, of Sovereign Consulting Inc., Holyoke, Massachusetts.

At the request of the Commissioners at the last meeting, Jack Jemsek and Kelly Doherty of Sovereign Consulting Inc. sent updated drawings and “Memo” dated Feb. 28, 2011 on March 2, 2011 and emailed on the same day to the Commissioners.  The memo included 3 pages of text plus Figure 2 and Figure 3 Site Plans dated April 13, 2010.

In the course of reviewing the new information presented, the Commission requested that in order to satisfy state requirements that the flood plain volume of the site is calculated and that that information be provided to both the Commission and DEP.  A further short discussion ensued concerning the areas of improvement to be affected by the applicant who stated that not only the area excavated would be restored, but other bare spots on the site would be loamed and seeded.

The Commission reiterated the necessity to be informed prior to the commencement of excavation so that the Commission can inspect the siltation devices.

TF made a motion to approve the NOI as revised and RFC seconded the motion.  The Commission voted to approve 5-0.

Minutes-February 17, 2011 TF made a motion to approve the minutes and RFC seconded the motion.  The Commission voted to approve 5-0.

RFC made a motion to adjourn at DF seconded the motion.  The Commission voted 5-0 to adjourn at 8:15 pm.
