Minutes
Town Hall
Members present: Chair Neal Carpenter, NC; Joe Strauch, JS; Vince Ammendola, VA; David Lane, DL; Tim Flanagan, TF; Dick Ferren, DF
Absent with notification: Rose Fitzgerald Casey, RFC
Notice of Intent, Ronald Knudsen 48 Sargent Brook Rd., Map 1 Parcel 26. The proposed project is to install a 4’ tall concrete foundation under existing house and for approval to apply for Chapter 91 License for dock.
It was noted that on August 26, 2010 there was a site visit that was attended by TF, VA, JS, RFC and Mike Kulig.
Present were Mr. and Mrs. Knudsen and their representative Mike Kulig of Berkshire Engineering.
Mr. Kulig presented a modified plan based on the comments made by Commissioners at their site visit. To improve the outer riparian zone of Sargent Brook the invasive buckthorn and bittersweet will be removed and replaced with native species that are non invasive. The applicant will replant with winterberry.
Mr. Kulig sketched in an acceptable alternate location for a water dentition tank in the event that the plan to share the one with the abutting neighbor, Michael Cooney, does not go as planned. He agreed that all of the fill will be removed from the site and the Conservation Commission will be advised when the silt fence is in place.
The dock decking will have ¾ inch spacing for compliance with suggested guidelines.
DF made a motion to approve the request with amendments and special conditions. DL seconded the motion and the Commission voted to approve 6-0.
Minutes of August 19, 2010: DL made a motion to approve the amended minutes and JS seconded the motion. DF abstained as he was not at that meeting. The Commission voted to approve 5-0.
Other Business:
1) TF noted that on September 1, 2010, he met at the site of Lenox Woods with Ed Stockman, an environmental consultant, regarding the turtle habitat restoration. They agreed upon a location for the habitat and Mr. Stockman will be preparing a proposal for submission to the Commission and Natural Heritage.
2) NC met with Paul Coimbra, the job foreman with KR Rezendef Inc. to inspect the silt fence, straw bales and orange work fence on August 27 and August 31, 2010 at Lenox Center, MEC (Price Chopper).
Site visit: Zimmerman residence at 116 Walker St., for stream restoration was attended by VA, JS, TF, RFC and NC. This is a Town project which will require the filing of an NOI.
VA made a motion to adjourn and JS seconded the motion. The Commission voted 6-0 to adjourn at 8:15 pm.
Respectfully submitted,
Peggy Ammendola
