NC opened the meeting at 7:20 pm.
7:20 pm: 172 Cliffwood, Map 17 Parcel 11. Mr. Wilkinson, a contractor, at the request of the Conservation Commission, came to discuss the silt runoff from the driveway at a new construction site on property owned by Colby Lewis. Landscaping is scheduled to be done which will correct the problem. Mr. Wilkinson will return to give an update on September 20, 2007 at 7:30 pm.
7:30 pm: Joe Toole, Hampton Inn, 439 Pittsfield Road, Map 33 Lot 1, proposed revision. Jim Scalise of SK Design came before the commission to discuss proposed drainage changes, underground storage, at this project. This change qualifies as an amendment to the Order of Conditions. Mr. Scalise will file a Request to Amend Order of Conditions. (DEP File # 198-0223).
8:00 pm: Aspinwell, Map 17 Parcel 40, 55 Pittsfield Rd. Informal. Jim Scalise of SK Design presented an artist’s rendering of a site plan of a proposed development on the southern side of Mr. David Case’s project. Mr. Case would like to put in additional residential housing that would be within the 100 foot buffer zone. Mr. Case would like to propose 11 affordable units and moderately priced units in this new development. The Commission stated that they have worked with Mr. Case to permit working within the buffer
zone in other areas of this property and they stand firm on not permitting anything do be done within the buffer zone on the southern side.
After Mr. Scalise left and following DJ Oil’s presentation, Mr. Case came before the Commission to give additional information regarding the Town’s need for affordable units to avoid a Chapter 40 B development and stated his commitment to create affordable and moderately priced units to Lenox. He said that he would not be able to create such units if he cannot work in the buffer zone. He said that this mixed use development is necessary for the success of the community at Aspinwell. Cutting down the size of this new project will not work economically.
8:15 pm: DJ Oil-discuss development regarding discussion with DPW. Brent White of White Engineering told the Commission that the Town will not allow the volume of runoff to go into the sewer system and discussed possible solutions. One would be for an employee to open a valve during a rainstorm. The Commission said that a system where manpower is required to open and close valves is subject to failure. VA suggested a hydrocarbon sensor. This would alert DJ Oil of any contamination.
Mr. White will file a Request to Amend Order of Conditions.
Minutes:
August 2, 2007: JS made a motion to approve the minutes and RFC seconded. The Commission approved 6-0.
Site Visit: August 22, 2007 at 5:30 pm. Matthew Lane, Housatonic St., Map 41 Parcel 21, RDA.
RFC made a motion to adjourn the meeting and VA seconded the motion. The Commission agreed 6-0 and the meeting was adjourned at 9:25 pm.
