7:30 p.m. NOI, Buccaneer Development, Sedgwick Farms, 18 building (36unit) retirement community, 12 East St., Map 4 Parcel 34. Continued from April 19, 2007.

Present at tonight’s meeting was Mike Kulig of Berkshire Engineering and Sarah Schultz of SK Design.


Sarah Schultz reviewed the site plan that was updated April 25, 2007 as the result of the comments from DEP and the recent site visit.  She detailed the revisions and said that SK Design was waiting for the consultant’s review before making final revisions.  

Mr. Kulig had been hired by the Lenox Conservation Commission to be paid by the applicant to review the plans and calculations associated with the development proposed by Buccaneer Development.  The focus of review was mainly the adequacy and appropriateness of the proposed drainage system given the site’s sensitivity with respect to the wetlands as well as the susceptibility of down gradient property owners to impacts due to stormwater.  At this meeting Mr. Kulig provided his written comments and answered questions posed by the Commission and abutters who were present.  

There were four abutters present.  They were:  Al and Meb Joyner, and Jim Herrick.  One other was not identified.

Mr. Joyner is concerned about the tree line along his frontage on East Street and the possibility of its endangerment during excavation to install the sewer main.  He spoke to Jeff Vincent, Superintendent of the Department of Public Works, who, according to Mr. Joyner, said that it is not necessary for the sewer main to go on Mr. Joyner’s side of East St.

Mr. Herrick questioned the stormwater management system.  It was explained that the applicant’s responsibility is to assure that the resource area is to be protected; that the development will not worsen the existing drainage problem for abutters.  The developer’s design calls for 72 infiltration chambers which is more than is required.  Mr. Herrick suggested percolation tests, but he was told that the results may indicate less of a requirement.  The system is designed to handle the stormwater from this development and it is possible that it will help the existing drainage problem.  

NC wanted to move the stormceptor unit closer to the large detention basin and possibly straighten the pipe run somewhat and replace the solid pipe from the stormceptor unit to the final detention basin with perforated or permeable pipe.    Ms. Schultz said that this reconfiguration of the pipe could result in silt clogging the pipe.  She will check with Jim Scalise, civil engineer of SK Design.  

NC will contact Jeff Vincent to discuss the placement of the sewer main on East St.

DF made a motion to continue the meeting to May 18, 2007 at 8:15 p.m.  VA seconded the motion and the Commission agreed 7-0.

Other business:  Gardina property, Homes Road.  There has been a request for an extension of Order of Conditions.  NC will set up a site visit. Map 33 Parcel 34.
