Minutes
Members present: Chair Neal Carpenter, David Lane, Rose Fitzgerald Casey, Tim Flanagan, Joe Strauch, Dick Ferren
Also in attendance: Laura Saldarini
730 p.m. RDA, Almic Nominee Realty Trust for property located at Hubbard Street, Maps 12 & 13, Lot 28. The proposed project is for the maintenance and upgrade of an existing 12’ +/- wide driveway and the installation of buried conduit for utilities.
Mr. Carpenter recused himself as his son works for the applicant
Making the presentation for the applicant was Rob Akroyd of Greylock Design Associates. Mr. Akroyd stated that all of the work would be along the existing driveway except for the area in the flood plain. The buried conduit would be for utilities should there be development in the future.
There was a site visit on October 11 in which the following attended with Mr. Akroyd:
Dave Lane, Joe Strauch, Dick Ferren, Tim Flanagan and Neal Carpenter.
As a result of the site visit, flag locations were revised.
Mr. Akroyd presented a revised narrative and revised plans.
Mr. Flanagan requested assurance that the access road will avoid the flood plain. Mr. Akroyd gave assurance by responding that he was confident the access road would avoid the flood plain.
Mr. Strauch made a motion to approve the RDA with a Negative III Determination. Mr. Ferren seconded the motion and the Commissioners approved 5-0. Neal abstained.
Other business:
· Minutes: Mr. Strauch made a motion to approve the minutes of September 21, 2006 with corrections and Ms. Casey seconded the motion. The Commission approved the minutes 5-0. Mr. Ferren abstained.
· Minutes: Mr. Flanagan made a motion to approve the minutes of October 5, 2006 with minor edits and Mr. Strauch seconded the motion and the Commission approved 6-0.
· Mobil Map 50 Parcel 15, 426 Pittsfield Road, Deborah Beck of Camp Dresser and McKein of Boston, MA, spoke to Mr. Carpenter during the week and said that they would be doing some more test borings. Neal approved.
· Lenox Dale Ball Field: At the October 5, 2006 meeting, Mr. Carpenter told the Commission he would be in contact with the Town Manager, Greg Federspiel, regarding work being done at the field without filing with the Conservation Commission. Mr. Federspiel advised Mr. Carpenter that the work that had been planned was being reconsidered, and that before any work is done, the Town would file with the Commission.
8:00 p.m. Scenic Mountain Act, Continued discussion: Using the Town of Richmond’s Scenic Mountain Act as a model, the Commission made changes to reflect the needs of the Town of Lenox. Peggy Ammendola will prepare a document with those changes and Mr. Flanagan will create a new map. These materials will be reviewed again by the Commission at the meeting of November 2, 2006 before submitting to the Select Board for approval.
