Minutes
August 3, 2006
Land Use Meeting Room
Members present: Chair Neal Carpenter, David Lane, Rose Fitzgerald Casey, Tim Flanagan, Joe Strauch, Dick and Heidi Ferren
There were no formal applications for tonight’s meeting. The following items were discussed:
· Kennedy Park, Baker Pond improvements, Map 22 Parcel 21. The Commission had planned to complete the Order of Conditions following the approval of the NOI on July 20, 2006. Recently presented plans need clarification, however. Neal will contact Jason Krzanowski of Hill Engineers before the next meeting to discuss the plans further.
· Shannon Boomsma, White Engr., Informal. Shannon appeared before the Commission to show plans of Richard Chen, 32 Holmeswood Terrace, Map 50 Parcel 32 to bring in fill material and grade rear yard. Mr. Chen had been doing work at his property, unaware of violation of the Wetland’s Protection Act. He wishes to fill and re-grade his back yard, an area approximately 100’ by 70 feet, to make a lawn. Upon being made aware, he arranged for Shannon to present an RDA to the Commission. The work is 50 feet from wetlands and will raise the level of the proposed area an additional 6 inches to 2 feet. Lawn will be put in and drainage
would be directed to an existing pond on abutting property. The contractor is Jonathan Duda.
Shannon said that Mr. Chen would be having the fill dirt delivered and would be stockpiled at the front of his property. Silt fencing would be installed and the fill would be covered by tarps.
The RDA will be presented to the Commissioners on August 17, 2006.
· NOI for proposed Hampton Inn, Map 33 Parcel 1. The Commissioners edited the Special Conditions for the Order of Conditions. Peggy will make changes and notify Neal and Tim when the final draft is complete.

2. August 10, 2006-Robert Sitzer, 110 Plunkett St., Map 3 Parcel 75,
6:30 p.m.
Other Business:
Minutes of July 20, 2006-Dick made a motion to approve the minutes as amended. Heidi seconded the motion and the Commission approved 7-0.
Merritt property on Walker Street: The Conservation Commission wrote a letter July 19, 2006, to Mr. Merritt, advising him to remedy an issue by the end of July. This is the
second letter informing Mr. Merritt of complaints that silt from the lower end of the soccer field on his property is flowing into the wetlands. David will go to the property on August 4, 2006 to see if the work has been completed.
Michael Giles: Mr. Giles has a property on Laurel Lake. He has been in touch with Neal regarding the process of putting in a small dock. Information was secured from the following website:
Neal will review the information and contact Mr. Giles on August 4, 2006. Peggy forwarded the website address to Mr. Giles on August 3, 2006.
D. F. Lane-David presented two bills. One is for mowing walking trails around and thru the open fields ($280.00) and the other ($980.00) is for the maintenance of the Taylor property on Undermountain Rd. They were approved for payment.
Audubon: Joe advised that he met with Mass Audubon regarding the Common Reed Control at Pleasant Valley Wildlife Sanctuary. Lou Wagner had written to request the Commission’s approval for a change of method for the application of the herbicide and to request the waving of the requirement that a certified wetlands scientist supervise the work. Joe reported that the Conservation Commission is comfortable with the changes.
