Minutes
Members present: Fredrick Keator (FK), Vice Chair, Dia Trancynger (DT), Catherine May (CM), Joe G. Strauch (JGS), Jim Sorrentino (JS) and Olga Weiss (OW).
James Jurney, Jr and Ken Fowler absent.
Also in attendance: Mary Albertson (MA), Town Planner.
The meeting started at 7:00 PM.
Discussion ensued regarding the CPC membership. FK suggested that since there are new members in attendance that introductions would be appropriate. Members went around the table and introduced themselves. DT is the Selectmen representative. JGS is the Conservation Commission representative. JS is the Community Center representative. CM is the Housing Authority representative OW is an at-large member. She is also a member of the Historical Commission and Affordable Housing Committee. An at-large member to replace Scott Pignatelli has not been appointed. MA serves as staff support to the CPC. MA said that KF is the Planning Board representative. She will confirm with him that he will remain in this position. MA said James Jurney Jr. notified her that
Suzanne Pelton will serve as the Historical Commission representative but she had a prior commitment this evening. Jim Biancolo introduced himself as a volunteer for the Historical Commission. He is at the meeting to take notes for the Historical Commission.
MA asked if the Committee wanted to elect officers this evening. The consensus of the members was for FK to serve as acting-chair until the full membership of the committee is available to elect officers.
MA said she posted the Fiscal Year 2012 (FY’ 12 ) CPA application on the Town website. Paper copies are available at the Town Clerk’s Office and Land Use Office. DT asked if the CPC could initiate projects. FK said yes. MA said last year Roscoe Sandlin tried to initiate the purchase of land adjacent to Triangle Park. This project did not come to fruition. OW and Mr. Biancolo said the Historical Commission plans to apply for FY’12 funding to install historic street signs in the village. The signs would be replicas of the sign located at the intersection of Main and Cliffwood Streets. MA said the Historical Commission should contact the Community Coalition to determine if this would qualify as an historical asset. OW said she would contact the Community
Coalition.
Members discussed the need to establish a policy to review the status of projects. There was discussion regarding the status of the Barker’s Pond project. MA said the project has commenced and there are still unspent CPA dollars associated with this project. JGS said that the project engineer met with the Conservation Commission and there were issues with the design and construction of the project. Discussion ensued regarding construction. DT is concerned that in this down-economy the contract could go out-of-business and leave the town with a faulty project in need of immediate repairs. MA said that Mary Ellen Deming (MED) prepares and administers bids for all town project. MA will review the status of the project with MED and Greg Federspiel (GF). There was also
discussion regarding the status of the Lenox Library exterior renovations. Members questioned why the work has not started. Members asked MA to make arrangements for GF to attend a meeting to discuss the status of town projects and the budget process. The meeting will be December 13, 2010 or January 10, 2011 based on GF’s availability. MA will also invite Martha Joyner, Lenox Housing Authority, to attend this meeting and discuss the status of the Curtis Porch project.
Discussion ensued regarding the need for additional interaction with town management regarding CPA funds. Members suggested that there be more interaction with the BOS, the Finance Committee and the Capital Improvement Committee. DT said that the BOS is working on improving communication between boards and committees. JGS suggested that members attend the scheduled “All Boards” meetings.

At 8:35 PM OW made a motion to adjourn. Seconded by JS and unanimously approved.
