Minutes
Members present: Roscoe Sandlin (RS), Chairman, Midge Sandlin (MS), Joe G. Strauch (JGS), Joseph Kellogg (JK), Fred Keator (FK), Jim Sorrentino (JS), Scott Pignatelli (SP) and Olga Weiss (OW).
James Jurney, Jr. (JJ), absent with notification.
Also in attendance: Mary Albertson (MA), Town Planner.
RS opened the meeting at 7:00 PM. MA said the Historical Commission submitted a listed of public and not-for-profit buildings for the Historic Building Plaque Program.
Members discussed Town Meeting. It was agreed that the CPC recommended allocations will be one article with the option to hold individual projects for discussion and vote. RS will make the presentation to Town Meeting.
It was agreed that since there are an even number of members present, the Chairman will not vote. This will ensure there is not a tie vote.
Library Debt Service
Motion by JK and 2nd by OW to approve $138,000 for the Library Debt Service - final vote 7 yes and 0 no – motion approved.
Ventfort Hall – Ventrort Hall Association
Motion by JK and 2nd by FK to deny funding - final vote 5 yes and 2 no – motion approved. No money will to allocated to Ventfort Hall.
Historic Building Plaques – Historical Commission
Motion by FK to approve $1,500 - the motion failed to receive a 2nd. Motion by OW to approve $2000 – the motion failed to receive a 2nd. Motion by JGS to deny and 2nd by JK – final vote 4 yes and 3 no. No money will be allocated to the Historical Commission.
Saw Mill Brook Affordable Housing - CDC Southern Berkshire
Motion by JK to approve $110,000 for the CDC Southern Berkshire - Sawmill Brook Affordable Housing - Direct Construction Costs and 2nd by OW – final vote 7 yes and 0 no. $110,000 will be allocated to the CDC Southern Berkshire for the Saw Mill Brook Affordable Housing – Direct Construction Costs.
Curtis Porch Restoration – Lenox Housing Authority
Motion by JK to approve and 2nd by MS – final vote 7 yes and 0 no. $15,000 will be allocated to the Lenox Housing Authority for the porch restoration project.
Roche Reading Park – Lenox Library
Motion by FK to deny and 2nd by JK – final vote 7 yes and 0 no. No money will be allocated to the Lenox Library for Roche Reading Park.
Baczek Property Purchase – Town of Lenox
RS recused himself for the discussion.
JK chaired the discussion. Motion by MS to deny and 2nd by JGS – final vote 3 yes and 4 no. Motion by FK to approve $100,000 for the Baczek Property Purchase with the following conditions:
- Within the next 12 months there shall be a written agreement to purchase the property.
- If the purchase price is less than $500,000 the CPC contribution will be 20%.
- The CPC will receive regular progress reports on the status of the project.
2nd by OW – final vote 5 yes, 1 no, JK abstained because he chaired the discussion. $100,000 will be allocated to the Baczek Property Purchase with the above stated conditions.
JK will offer the presentation on this matter at Town Meeting.
5% Administration Allocation
Motion by FK to approve and 2nd by JK. Final vote 7 yes and 0 no. $16,770 will be allocated to administration.
The CPC Recommendations to Town Meeting will be:
1. Library Debt Service $138,000
2. 5% Administration Allocation $ 16,770
3. Lenox Housing Authority - Curtis Porch $ 15,000
4. CDC Southern Berkshire - Saw Mill Brook $110,000
5. Town of Lenox - Baczek Property $100,000
Members agreed there will be a “housing keeping” article to set aside $33,540 for each category in the event that Town Meeting does not approve the proposed projects.
Motion by FK to approve the February 23, 2009 Public Hearing Minutes and 2nd by OW – final vote 7 yes and 0 no.
Meeting adjourned at 8:15 PM.
