Lenox Community Preservation Committee

Minutes
Members present: Roscoe Sandlin (RS), Midge Sandlin (MS), Andrea Winter (AW), Joe Strauch (JS), Scott Pignatelli (SP), Joseph Kellogg (JK) and Olga Weiss (OW).
Also in attendance: Mary Albertson (MA), Town Planner.
JK, Vice Chairman opened the meeting at 6:00 PM.
He noted that the committee membership has changed. Rob Akroyd resigned and RS is the new Selectmen Appointee. AW is the new Historical Commission Representative. JK stated that Rob Akroyd served as Chairman; therefore, the first order of business is to elect a new Chairman and he nominated RS. SP seconded the nomination. Members asked RS if he was willing to serve as Chairman and RS stated yes. The committee members unanimously elected RS as Chairman.
RS stated that the committee needs to establish a project selection process. The application is important but the committee also needs to prepare a Community Preservation Plan. An important element of this plan is the community needs assessment. Discussion ensued regarding the amount of CPA money that will be available for Fiscal Year ’09. Members discussed the option of waiting to fund projects until the state match is available. AW suggested that as an example, the Historical Commission has a grant they would like to apply for and they would like to have CPA funds as a match. It was agreed that the committee would work to develop an application and a needs assessment by January 2008 so there will be the option to present projects at the Annual Town Meeting. Members want to
ensure that the committee funds projects that reflect the needs of the community. There is no need to rush the selection process.
Members agreed to meet:
November 8 @ 6:00 PM Board of Selectmen Meeting Room, and
November 28 @ 6:00 PM Board of Selectmen Meeting Room.
The meeting on November 8th will be devoted to finalizing an application template. MA distributed sample applications and members agreed to review information on the CPA website. JK asked that we also look at Berkshire examples such as Stockbridge and Williamstown. RS agreed that he would put together a CPA computer library and email it to the members by the end of the week.
The meeting on November 28th will be devoted to working on the Community Preservation Plan - Needs Assessment. Committee members agreed to discuss community needs with their various boards and committees prior to the November 28th meeting and be prepared to offer input on this topic. If any board or committee member would like to participate they should be encouraged to attend this meeting.
RS asked MA to contact Fredrick Keator and John McNinch to let them know the future meeting dates and topics.
OW made a motion to adjourn at 6:55 PM and AW seconded.
