January 13, 2014
Minutes

Committee Members present:  Kate McNulty-Vaughan (KMV), Olga Weiss (OW), Jo Anne Magee & Ellen Jacobson (EJ).
Trustees present:  Jackie McNinch (JM), Kate McNulty-Vaughan (KMV), Olga Weiss (OW), Jo Anne Magee  & Ellen Jacobson (EJ).

Committee/Trustees Absent:  Debbie Burke (DB).   
Also in attendance: Mary Albertson (MA), Town Planner.  

OW served as Chair.  The meeting was opened at meeting at 4:10 PM.  

Minutes

KVM made a motion to approve the December 2, 2013 minutes.  EJ seconded the motion.  The vote was 4-0 approve.  JAM abstained because she did not attend the meeting.

Sub-Committee Reports:

Public Relations

There was no new information to report.  EJ volunteered to work with KMV and MA to prepare a historic timeline for the Housing Committee and Trustees.  

Mortgage Program

JM said that the new round of Federal Home Loan funds will be available in April 2014.  The consensus of the members was to prepare a press release to discuss the program availability and success.  JM will contact Mary Jo Piretti to gather information regarding the housing market.  

Sawmill Brook

No new information was provided or discussed.  

Housing Production Plan

MA said she contacted Phillip DeMartino at the Department of Housing and Community Development regarding the HPP update.  He provided general information via email and MA hopes to have a telephone conversation with him by the end of the week.  JAM asked if there were any penalties for not having a new plan filed.   MA said there are no penalties.    The advantage to having a HPP is that it is the first step in the certification process that allows a city or town to reject a hostile 40 B project.  As this time – 40B projects are not a big threat.  MA suggested that the best reason to  update the plan is to be consistent regarding the community support for the Sawmill Brook project.  She suggested that there are few changes since the 2009 HPP, and the most important section to update is the action plan.  

Discussion ensued regarding the HPP action plan.  The consensus was to highlight the items that have been accomplished and remove the projects that have proven to be unattainable.  MA will forward a copy of the Word document to JAM, KMV and OW so they can work on edits to the HPP.  

New Members

There was no new information to report.

The next meeting will be February 24, 2014 @ 4:00 PM.  EJ will serve as Chair.  

The meeting was adjourned at 4:55 PM.
