Selectmen’s Board Meeting
July 23, 2015
Present:        John Allen, Chairman; Bill Lockard, Selectman

Visitors:       Town Office Administrator Julie Atwell, Building Inspector Kevin Bennett, Videographer Hank Benesh, Bea Davis, Bob Davis, Stan Weiss

Chairman John Allen called the meeting to order at 4:30 p.m.

  • Amend & approve minutes
  • Selectmen’s Meeting – June 25, 2015  The minutes were approved as written.
  • Selectmen’s Meeting – July 9, 2015  The minutes were tabled as only one member involved in that meeting is in attendance tonight.
  • Update on 7.9.15 Action Items
  • Double Head Parking Lot  Chairman Allen reviewed the status as discussed at the July 9th meeting.  The plan is to have a meeting with the Forest Service and abutters to see about a Plan B.
 
  • Meeting with various Boards  Chairman Allen noted the plan is to have this meeting in August between the Selectmen’s and Planning Board meetings.
  • Fire Department Bathroom  Selectman Lockard noted he, Fire Chief Henry and Building Inspector Bennett reviewed the renovation; they are not going to do a shower and for right now they’ll utilize the upstairs bathroom in the Fire Station.  Chairman Allen talked with Fire Chief Henry; there is money for the renovation in their maintenance fund; the bathroom that was removed was not built properly and needed attention.  Inspector Bennett has heard the plan is to still put in the toilet and sink downstairs.  It will require a permit and will be readdressed when it comes up again.   
  • Veteran’s Transitional Housing  A letter of support for Starting Home was generated and signed.
  • Upcoming Selectmen’s meeting dates  The next meetings are scheduled for August 13th and 27th and September 10th and 24th.
  • Police Report  The Chief is unable to attend tonight.
  • Public Comment  Bob Davis wants to know why something can’t be done about the ditching on Iron Mountain Road.  The way it was ditched the water is traveling right down the road.  The Highway Department went through there with the rake; they should have kept that in the garage.  The town spent the money for the grader; he doesn’t know why the Highway Department doesn’t put a crown on the road so the water goes off the side.  There’s no place for the water to get out.  It’s pretty rough up there; if it had been corrected this spring the road wouldn’t be in this mess.  
  • Building Inspector
  • Weekly Report – Kevin Bennett  Inspector Bennett reviewed activities since the last meeting.
  • Building Permit 2015000028 Map R12 Lot 165 – (Owner – Essa – 188 Green Hill Road) – Remove door header and install new header in ceiling / remove door fill hole reside  Inspector Bennett drove by this location and saw work going on which involved structural and electrical work; a permit was definitely required.  A permit was requested; inspections are done and all the work was completed properly.
  • Building Permit 2015000029 Map R08 Lot 10 – (Owner – Simeoni – 47 U05 Dana Place Road) – Kitchen renovation
  • Building Permit 2015000030 Map V10 Lot 211 – (Owner – Crane – 21 Vista Way) – Extend building permit 2014000031  This is work that is taking a long time to do.
  • Building Permit 2015000031 Map V10 Lot 116 – (Owner – Caloggero – Balsam Drive) – Construct new 30 x 30 3 bedroom 2.5 bath residence  The original plan violated the thirty-five foot height limit; it’s been redesigned and has been approved.  
  • Driveway permit – V03 Lot 17  The driveway permit has been approved; he hasn’t seen house plans; the lots are very narrow.  
  • Fire Department – New bathroom – Signatures Required   This was disussed earlier.
Stan Weiss asked what the penalty is for proceeding without a permit; Inspector Bennett noted this could be a complex thing as far as what to charge for a penalty; he uses these situations to educate the contractors.  Stan asked if Inspector Bennett really thinks the contractor didn’t know the work required a permit.  Inspector Bennett noted it’s those in trades that don’t ask; those not in the trades call to find out if they need a permit.  A lot of the cases that go to the ZBA are owned by those in the building trades.  Chairman Allen noted that permitting is relatively new to Jackson; there are still some folks who need to learn about it.  There is a penalty in place but when the town tried to enforce it there was an issue with documenting how many days of work were done; it’s hard to enforce the daily penalty without that documentation.     

  • New Business
  • Trustees of Trust Funds – Signature Required  Selectman Lockard, seconded by Chairman Allen, made a motion to withdraw ninety-eight thousand five hundred twenty eight dollars and twelve cents from the Road Reconstruction Capital Reserve Fund and from the State Aid Expendable Trust Fund.  The motion passed unanimously.
  • HGTV Filming Release  This is for the HGTV show Log Cabin Living; the company will be filming around town.  There is no liability to the town; they just want proof that they have notified the town and the Selectmen grant permission.  Selectman Lockard, seconded by Chairman Allen, made a motion to approve the filming request.  The motion passed unanimously.    Chief Jette is aware of this and there will be more details sent.
  • Revised Building Permit  Approval on this will be tabled until Selectman Thompson is in attendance; he was interested in making sure the funds coming in cover the costs.  The fee has gone from .0025 to .0045 to cover those costs and some minimums have been set.  Inspector Bennett looked at the last five years of figures and the fees weren’t close to paying the costs; the .0045 is more realistic.  
  • Old Business  There was no Old Business.
  • Public Comment  Bea would like to thank Tom Grieg and Dee James for putting up the Dundee Cemetery sign.  Chairman Allen thanked Bea for mentioning this; the sign is beautiful.  Fire Chief Henry was thanked for helping to put that together, too.
