Doublehead Parking Issue
April 30, 2015

Attendees: John Allen, Chairman; John Pietkiewicz, Linda Ulchak, Steven Weeder, William Woodason; Forest Service attendees: Jim Innes and Jana Johnson.

Issues:  Overflow Parking:

  • Winter parking on Dundee Road (ski trail entrance)
  • Night: cabin users
  • Day: backcountry skiers/hikers
  • Summer and winter parking along Steven Weeder’s driveway
  • Parking on Dundee Rd. (new path) and in the Pietkiewicz/Ulchak’s driveway.
  • Potential hazard for plowing/emergency vehicles, access needed along Dundee Rd. and Weeder’s driveway
  • Towing and Ticketing: A poor experience for visitors; unnecessary, bad publicity for the Town.
  • Group discussed issues and concerns at the ski trailhead at 9:05am. Present lot is small (5 car max), muddy and presently maintained by the abutters (William Woodason and Steven Weeder) who have plowed the lot in the winter for several years. Previously, Ed Dube (representing the Town) maintained the lot prior to the Weeder’s building their home.
  • At 9:20am, the group proceeded to walk to a possible location of a potential new location for both lots.  The ski trail would not be gravity fed into the proposed lot as well as the lower lot.  The lot itself is within the Forest Service property and seems to be dry and relatively flat.  Also, the lot is deep enough so that it would be hidden from the main road. However, like most Forest Service projects, this project would go on a list and may be several months away before anything happens.
  • At 9:50, the discussed some possibilities:
  • Do nothing. Ticket and Tow as needed. Increase present signage (which is quite ugly).
  • Close down the lot altogether and abandon the ski trail and cabin.
  • Upgrade present lot: include a proper entrance, hold 15+ cars, Beal Property would need easement or MOU.
  • Build new lot on Forest Service land.

Plan:
  • John Allen will contact Andrew Beal with an update and discuss options with the existing lot (which is on Beal property).
  • Jana will develop a rough map of the proposed new lot (on Forest Service land).
  • Jim will look into the MOU and easement options.

Notes:

  • Steve and William were kind enough to offer to assist in construction of lot. Plowing will need to be done by others. Steve asked if the existing site is expanded that his driveway be separate from the parking area and the trail leave parking without traveling on his driveway.
Any issues with the Scenic Road designation?
Possibly allow parking on Dundee Rd. during the non-plowing season.
Increase signage for next winter – ticket and tow.
Work with Jackson Ski Touring Foundation in “advertising” the ski trail and have them note (on their trail map) that there is no parking in Steven Weeder’s driveway or on Dundee Rd. during the winter
months.Train desk people not to encourage parking there.
Pass-on parking issues to the Chamber of Commerce.
