Board of Selectmen Minutes -- 02/28/2013
Selectmen’s Board Meeting
February 28, 2013

Present:        Jerry Dougherty IV, Chairman; John Allen and Bob Thompson, Selectmen

Visitors:       Ella Cressy

Chairman Jerry Dougherty called the meeting to order at 5:30 p.m.

  • Electioneering- Although it was not on the agenda the Board discussed the pending lawsuit from Frank Benesh against Moderator Willis Kelley and the Town of Jackson as it was the first meeting since the lawsuit became eminent. The Selectmen decided to instruct Town Counsel Peter Malia to inform Mr. Benesh’s attorney that the Board of Selectmen have not changed their position and support the Moderator’s decision to not allow electioneering on school property around the Whitney Center. Selectman Thompson wondered how Mr. Benesh could not seem to understand the safety concerns of the proximity of school children, access to voting, and dangers of traffic on the right of way. Selectman Dougherty stated how unfortunate it was considering that for 26 years hundreds of people have respected the Town’s no electioneering ordinance and accepted the Moderator’s compromise of allowing electioneering across the street from the Whitney Center.
  • Hiring Process- The Board discussed the make-up of the hiring committee and decided to have three members of the community at large incase of scheduling conflicts and to avoid delays in interviewing potential candidates.
Selectman Thompson, seconded by Selectman Allen, made a motion to       nominate Bea Davis, Kevin Kilourie, and Debony Dhiel as members of the  hiring committee. The motion passed unanimously.

Selectman Allen will call the committee together and determine the interview    process and schedule the interviews with candidates chosen by the Selectman.

3. Non-Public Session

Selectman Thompson, seconded by Selectman Allen, made a motion to go    into Non-Public Session in accordance with RSA 91-A3, II(b) to discuss the      hiring of public employees at 6:15 p.m.  The motion passed unanimously.

The Board returned to Public Session at 6:35 p.m.

The meeting was adjourned at 6:35 p.m.

Respectfully submitted by
Jerry Dougherty
