Work Session Minutes

The session was brought to order by Chairman Dougherty at 6:30pm.

Attending were Selectman Dougherty, Selectman Thompson, Office Assistant Cressy, filmer Hank Benesh, Police Chief Meyers, George Howard, and Mary Canty. Selectman Allen was ill and not able to make the meeting.

Jerry started off by going over the petition received regarding the village district, and what needs to be gone over to pass on to the Planning Board. All signatures were vetted by administrative assistant Cressy using the most current Voter List.

The only job description to go over was the Office Administrators.  Bob has a draft copy, and administrator Falcey provided a draft from the Local Government Center.

Bob used a combination of all three templates from the Local Government Center, which consisted of the Office Manager, Administrative Assistant, and Town Administrator. Jerry and Bob went over Bob’s draft. In skimming over it, Jerry suggested striking budget committee from administrator description as the Town does not have one. In section 12, strike media from works harmoniously with section. Bob suggested that since we work with different outlets, we should leave it in for now. Section 15, add responsible for accurate minute recording. Section 16, attends meetings for Selectmen, Strike the word all.
Sections 17 &21 are redundant, strike section 21 as section 17 is more detailed. Section 24 was worded to say maintains applicable employee personnel files and records. 25 is beyond the scope of administrator, so strike that section. Section 29 the grant section not essential, strike that one. Skills and knowledge seems to be ok. Minimum qualifications are ok as well, and by doing these edits we can cut it down to 4 pages.

Jerry noted that supervision received was not in the current job description for the police chief and fire chief. The goals and objectives section is not currently done as a policy, and Bob will remove that section from both department head job descriptions.

All 3 department heads have been edited and should be ready to formally adopt at the next Selectman’s meeting. Bob will e-mail a copy to the Town Administrator so she can put it in the packets for the next meeting.
The road crew job descriptions need to be detailed after the department head descriptions are formalized. We can use the department head for input on the job descriptions for them. Should we use one for all of the road crew, or have specialized descriptions for each position? That will be decided at a later date.

A motion to adjourn was made by Jerry and seconded by Bob. All were in favor, and the meeting adjourned at 6:53pm.
