JACKSON SCHOOL BOARD
JACKSON GRAMMAR SCHOOL
March 3, 2016

  • Call to Order: The March 3rd meeting of the Jackson School Board was called to order at 6:30pm.  Present were Jerry Dougherty,  Principal Gayle Dembowski,  Keith Bradley, Genn Anzaldi, Dan Mahood, Supt. Kevin Richard, Jess DellaValla, Jim Hill SAU 9 and Pam Stimpson SAU 9 and Assistant Supt Kadie Wilson.  There were 4 members of the public present. Meeting called back into order at 7:25pm after recess for Annual Meeting.
  • Approve Minutes (2-4-16).   Jessica DellaValla asked that the following be added to the Board Members Issues – Jessica requested that Kevin let us know when he will be able to give us more information on the ramifications of the ESSA and, separately, more information on how the district handles student privacy.
Keith Bradley asked that the sentence “the front half of the buses need to be garaged because it is a diesel engine and needs to be plugged in” be stricken from the minutes.  Motion was made by Genn Anzaldi, seconded by Keith Bradley that the minutes of Feb. 4th meeting be approved. After the following amendments be made.  Motion carried by unanimous vote. 5-0

  • Citizen Comments: is there going to be any discussion on the status of the Cop Sync or teacher restructuring and school restructuring?  Can you answer if the Cop Sync is going to happen?
Jerry answered no there is no plans on talking about those two issues at this meeting.
Kevin Richard replied there are other sources with mixed results on the Cop Sync, as well at investigating other sources and weighing another alternative.  We are not ready to make recommendation to the school board at this time.

  • Presentation of School Programs/FYI ITEMS:  None
  • SAU- Other School Board Reports (oral report) Kevin Richard reported that the school calendar of 2016-2017 year has been adopted.

  • Old Business
  • Preschool Committee: Surveys went out to the towns people, received about 25 electronic responses and 15 letters in response. Planning another meeting in April.
  • Tuition Rate for Town Employees: There are 4 kids projected to be eligible.
  • Instructional Issues:  None
  • Consider Personnel Actions:  
  •  Accept resignation of Dexter Harding: Motion was made by Genn Anzaldi, seconded by Jessica DellaValla.  Motion carried by unanimous vote. 5-0
  • Accept resignation of Bill Burns: Motion was made by Keith Bradley, seconded by Jessica DellaValla.  Motion carried by unanimous vote. 5-0
  • Business Affairs:
  • FYI – 2015-16 Budget Status Report: None
  • FYI – Budget Transfer between Functions: None
  • Consider Approval of Food Service Agreement with Bartlett: Motion was made by Keith Bradley, seconded by Genn Anzaldi to Accept the Food Service Agreement with Bartlett.  Motion carried by unanimous vote 5-0
  • Administrators Reports
  • Superintendent: Kevin Richard- Professional develop days in March.
Jim Hill – Letter from insurance company, issue with the east gable wall of the Whitney Center, siding issue and slab on floor are excluded from the insurance policy.
There is a class action suit going on with the company of the siding, will be looking into to filing a claim for that.  
Keith- Will the east gable wall be addressed before next winter?
Jim- Yes.
Jerry – Siding issue has been a known issue.  Once Shawn Bergeron gets back to us, we will have more to go on.



  • Principal: Gayle – The blizzard bags were a great success. Teachers were available from 8-11 for kids to call or contact.  Genn – were there any issues where teachers were needed after those hours for working parents if needed.  Gayle- every teachers had at least one phone call that  
More after school activities have been added. Jess, thanked Gayle for addressing these issues.
Donation of a Buddy Bench (email handed out).  Cannot accept the donation without the school board’s approval.  Need to find a location for it and have a cement pad put down first?  For more information go to buddybench.com  Motion to accept the donation of the made by Genn Anzaldi, seconded by Keith Bradley.  Motion carried by unanimous vote 5-0
April 13th is the Medieval festival.

  • Citizen Comments:  
A citizen asked about the 2016-17 school calendar about, if there were any talks about the termination of February vacation for the school year.
Kevin – There were surveys that went out about this issue and there is a calendar committee with representatives from Jackson.
Keith Bradley- Commented on how much of a wonderful job Vicky Garland is doing and that we really need to get the word out about what she does.

  • Board Member Issues—Board Discussion/Committee Reports:   
Genn Anzaldi- Tried to get a nurse for last year, will advertise again for a nurse for next year.
Jess Della Valla- Whitney Committee Update
  • Relationship with financial changes.  Gayle current rates are being charged.  Whitney center will monitor at monthly meetings to see what usage are.
  • Recommendation use of center hindered because of key issue.  Whitney Center Committee recommended getting a lock box for key with combination?  Will put on agenda for next meeting.
  • Looking into event and reservation software for the use of the Whitney Center.
Genn Anzaldi – PTO is having low attendance in their meetings.  Would like to suggest that the school board invite the PTO members to the next meeting either in April or May.

  • Motion made by Keith Bradley, seconded by Genn Anzaldi to recess the meeting in order to go to the Annual Meeting.  Adjourn Motion made to by Dan Mahood,  seconded by Keith Bradley and carried by unanimous vote 5-0 at 7:56 pm
