MINUTES –December 4, 2014 – REGULAR MEETING

Call to Order: The meeting was called to order at 7:05 pm by Dick Bennett, Chair.  Attending were: Members Dick Bennett, Dave Treadwell, Sarah Kimball, Daren Levitt, Betsey Harding, and John Allen, and Alternates Kathleen Dougherty and Bea Davis. Larry Siebert and Scott Badger had indicated they would be unable to attend.  In the audience was videographer Hank Benesh, who was filming the proceedings.

Minutes of November 13: Sarah Kimball moved and Dave seconded acceptance, and all approved.

Public comment: There was none.

Old Business: Zoning Ordinance Amendment Proposals: Sarah had prepared and sent out via email a new version of Zoning Ordinance proposals, Sections 4.3 and 9.8, for Board review. Dave questioned why, at Sections 4.3.1.2, 3) and 4.3.2.3, 5), setbacks “from the near bank of any year-round stream or body of water” are required only if the water is a property boundary.  Sarah stated that that latter clause was added in the late 1980s, changing a prior Zoning Ordinance requirement of a setback being required from any body of water.  Board members discussed whether a setback should be required from any body of water, at a property boundary or not, and concluded that it should be; therefore, wording for both of those sections would end at “… body of water.”  No new revisions are suggested to the previously reviewed proposed new wording for Section 6, which would update the zoning ordinance~using Site-Specific Soil Mapping Standards to replace the High Intensity Soil Survey requirements~presently in Jackson’s~ Zoning Ordinance.~ Sarah mentioned that planning advisors have stated that the~Site-Specific method of determining soils types and calculating~minimum lot sizes for subdivision is a more refined and efficient method of soils analysis~and would have only a minor~effect~in~the calculation of~minimum lot sizes.  Betsey agreed to submit wording for the Zoning Ordinance proposals to North Country Council to see if they have suggestions for improvement.

The Board had previously decided to hold our first Public Hearing for Zoning Ordinance proposals on December 18, but following tonight’s review, we decided that if we need two hearings, we will have time to fit them both in during January.  The first Public Hearing will occur on the date of our Regular Meeting, January 8; if a second Public Hearing is needed because of revisions favored at the first hearing, we will hold it on January 22, giving us sufficient time to prepare material for the Warrant before the January 26 deadline.

Dick distributed the Survey analysis performed by Phil Davies; since it is lengthy and needs our careful scrutiny, we decided to review it at home and be prepared to discuss it at the January 8 Regular Meeting. Also at the January 8 meeting, we will continue review of the Davis Boundary Line Adjustment proposal.

There being no further business, it was moved and seconded to adjourn the meeting at 8:40 PM.
