MINUTES –November 13, 2014 – REGULAR MEETING

Call to Order: The meeting was called to order at 7:01 pm by Dick Bennett, Chair.  Attending were: Members Dick Bennett, Dave Treadwell, Larry Siebert, Sarah Kimball, Daren Levitt, Betsey Harding, and John Allen, and Alternates Scott Badger and Bea Davis. Kathleen Dougherty had contacted the chair, indicating she would be unable to attend.  In the audience were Bob Davis and videographer Hank Benesh, who was filming the proceedings.

Minutes of October 9: Larry Siebert noted an error on the minutes at page 3, end of the top paragraph, which should read “Sarah agreed to contact Tara….” Sarah Kimball moved and Larry seconded acceptance with the correction, and all approved.

Public comment: Sarah mentioned the need to continue discussion of Zoning Ordinance amendment proposals; Dick stated that it will be added to tonight’s agenda.

Review of proposed lot line adjustment of R24/Lot 1 and R24/Lot 1A between Robert & Beatrice Davis & Randy Davis and Rick Davis – Dick Bennett read the checklist items for compliance with Jackson’s regulations.  The application is not yet complete; missing are: 1) signatures in the owners’ signatures block; 2) some confusion on numbering of the proposed lot, listed sometimes as Lot 1A and sometimes as Lot 1B; 3) there is no checkmark at Easements in the Applicant column – is there a problem?  Also, abutter notices have not yet been sent out – they will be ready for the December hearing.  Finally, the requirement that the “scale be 1” to 100’ or better” cannot be met while both keeping the page size and showing all of both parcels; since the parcels are located in a minimally developed area and few improvement details must be shown, an exception will be made to this requirement. This proposal will be heard at the December meeting.

Old Business: Members reviewed the initial draft of the Community Survey summary and report.  Larry suggested close placement of charts of both year-round and seasonal residents, either side by side or by one on a page above the other.  Other changes requested include: 1) move the questions up near the top of each page, above the charts, 2) improve placement of the percentage numbers, if possible, and 3) at page 4, change the final point to indicate that “54% of year-round residents responded that business opportunities are very important or somewhat important; for seasonal residents only 37% responded that business opportunities are very important or somewhat important.” And 4) at page 20, third bullet, correct year to “2001.”  Regarding the Verbatim Comments section, Dick indicated we cannot review those now, but will later.  In general, the summary and report are excellently prepared.  Betsey offered to meet with Phil to explain changes the Board wishes to make.  Board members expressed their strong appreciation of Phil Davies’ work collating, analyzing and illustrating in chart form the survey responses.

We will ask Phil to prepare “Highlights” of the Community Survey as he did for the 2001 survey.  We will post the Highlights on the website, as well as include it in the next Master Plan.

Zoning Ordinance Amendment Proposals: Sarah had prepared a new version of Zoning Ordinance Section 6 Minimum Lot Size, which would revise Jackson’s lot size by soils so as to comply with current standards.  Members will review that wording in preparation for discussion at a public hearing in December.  We reviewed earlier-proposed amendments to determine which are simply housekeeping changes and which would need to be voted at the time of March Town Meeting.  The following proposed changes will require a vote:
  • 4.3.1.1 Uses Permitted, and 4.3.1.2 Setbacks, both within 4.3.1 Rural-Residential District
  • 4.3.2.1 Uses Permitted, and 4.3.2.2 Setbacks, both within Village District
  • 9.7 regarding septic systems for Accessory Apartments
In order to fit in the hearings necessary before the State’s early-February deadline, the Planning Board’s first Public Hearing for Proposed Zoning Ordinance Amendments should be in December. Dick recommended that we hold our Regular Meeting on Thursday, December 4th, allowing us to submit for publication public notices the necessary 10-days prior to the Public Hearing.  We decided to hold the Hearing on Thursday, December 18th.

There being no further business, it was moved and seconded to adjourn the meeting at 9:10 PM.
