MINUTES –September 11, 2014 – REGULAR MEETING

Call to Order: The meeting was called to order at 7:15 pm by Dick Bennett, Chair.  Attending were: Members Dick Bennett, Dave Treadwell, Larry Siebert, Sarah Kimball, Betsey Harding, and John Allen, and Alternates Scott Badger, Bea Davis and Kathleen Dougherty.  In the audience were Jerry Dougherty III, and videographer Hank Benesh, who was filming the proceedings.

Minutes of August 14: Sarah Kimball moved and Dave Treadwell seconded their acceptance, and all approved.

There was no public comment.

Planning Board members and alternates were joined by Jerry Dougherty III in collating material and stuffing envelopes to be mailed to conduct the Community Survey; it is hoped that the community will fill out the survey to provide the Planning Board with information about citizen opinions as the Board prepares the Master Plan revision. Starting about an hour before the meeting began, and then during the meeting, the process of  preparing the mailing continued.

Old Business: None.

Other Business: Dick noted that the Selectmen have received a letter from the Dana Place Homeowners Association, stating their concern about possible plans to develop additional housing at the condominium areas adjacent to the Dana Place Inn.

Dick showed copies of the Preliminary Draft of A Plan for New Hampshire’s North Country.  This draft will soon be available on-line at www.NCCouncil.org.  Betsey commented that she had attended  an introductory meeting about the drafted Plan, and that there some elements of it that might be useful in our drafting of Jackson’s next Master Plan.

Sarah reported that the Jackson Zoning Ordinance has both “permitted uses” and “non-permitted uses” listed, although most attorneys recommend that an ordinance have only one or the other.  She distributed proposed changes, shown in red on the attached sheet.  Dick asked that Board members review the proposals for discussion at the next meeting.

There being no further business, it was moved and seconded to adjourn the meeting at 7:35 PM; collating and stuffing survey materials continued following the adjournment..
