Conservation Commission Minutes -- 9/02/2013
All Members present: Brian Byrne, Mike Dufihlo, Margaret Graciano, David Matesky, Tom Seidel, Larry Siebert and Pam Smillie.

July 1, 2013 Minutes were approved.

Island at Jackson Falls.  There is no pressure to cut the island or to restore the bridge to access the island. It’s expensive to cut so JCC members will plan on doing some cutting themselves.

Grist Mill Sign.  Agreed to install sign and do some cutting at the island on Sunday at 9AM on September 8th. Motion to reimburse Larry Siebert $395 for balance of construction of sign owed to JC Signs.  Motion seconded and approved.

Gray’s Inn Wetland Restoration.  There is still some knotweed present. Greg Howard will report good progress to DES.

Conservation Easement Monitoring.  Annual conservation easement monitoring forms handed out to members to complete on behalf of the Society for the Protection of New Hampshire Forests for easements in Jackson.  Graustein Loop off Thorne Hill Road discussed regarding possible easement to The Nature Conservancy.  Pam to obtain title information regarding same.

Prospect Farm.   The orchard, cellar holes and 2 ½ acres off Halls Ledge Trail is mowed every year and the funds are paid from the Jackson Conservation Fund.  Motion to have Rick Davis mow and payment to be made from the JCC Fund.  Motion seconded and approved.

Jackson Falls Action Plan.  Plan prepared by Greg Howard. Plan handed to Jay Henry, Road Agent, and Jay installed stone stairway, check dams and worked on parking area.  Second step is to seed thoroughly with conservation mix as needed and use erosion fabric. JCC will plan on spreading hay on top of seed.  Ask Jay to do that work if can and JCC will pay for materials if Jay not have materials.  Discussed parking situation on Valley Cross Road and possible use of boulders to prevent parking in woods.  Larry will follow up with Greg Howard regarding parking plan and possibly amending Action plan to include parking matters. In October/November, the JCC will close down a couple of paths, spread conservation mix seed, use erosion fabric and look into kiosk placement. Motion to pay for seed, hay and fabric for reseeding in front of parking area. Motion seconded and approved.

Mystery Loop Trail.  Small laminated trail signs for Mystery Loop Trail to be made. Larry to start project involving constructing a kiosk for trail map.  Larry will ask Larry Garland for trail distance.  Larry will look into installing a hiking sign on road with an arrow.  Any ideas of wording on map would be appreciated from members.

Adjourned 6:50.  Respectfully submitted. Pam Smillie
