Conservation Commission Minutes -- 06/09/2011
Present were Dick Bennett, Brian Byrne, Hank Dresch, Mike Dufilho, David Matesky, Larry Siebert and Pam Smillie.  Also in attendance was Warren Shoemaker.
 
April 14, 2011 Minutes were approved.
 
Discussed Don Johnson’s suggestion that there was enough blazing of boundary lines to find line without full survey and need to get something in writing to that effect.
 
Dick requested that the letter of appreciation to Phil Davies be read into the record.  It was read into the record and is attached hereto.
 
May 12, 2011 Minutes were approved.
 
Discussed Don Johnson’s proposal to proceed to log the next section of Prospect Farm because the pulp prices are good, the logger is there and are taking out junk trees.  Waited so long to harvest that proceeding to the next harvest per the forest plan is not out of the timeline per the forest plan.
 
Selective cutting of trees, no more than 5 acres of any opening.  Cut around Orchard, taking out some of the hardwood to release to good sunlight.  Cut for wildlife areas, multi-age trees.  The road is there and hope road will hold up. If proceed to next section of plan now, keep costs low, maximize return from cut and a lot of good for Prospect Farm. 
 
Use the money from the first cut to pay for the boundary line survey.
 
The next cut is in 10 years.  Discussed viewing the proposed cut. 
 
Motion made to approve Don Johnson’s plan to proceed with the next part of the plan to cut Prospect Farm. 5 for motion, 2 abstained.
 
Discussed changing time of meeting to 2nd Monday of month at 5:30 at Town office.  Next meeting on Monday July 11th.
 
There is an issue with the map at the kiosk at Prospect Farm.  Need to look at trail signage and at the map.  Want to get the Town involved with Prospect Farm and other town lands.  Perhaps an informational day, walk-through, how harvest…
 
If there is more use of the properties, then it would be better maintained.  Find the waterfalls off Wildcat Brook at Prospect Farm and the old mill.  Make trails to these locations.
 
Discussed having Rick Davis mow the island below Jackson Falls.
 
Discussed John Pietkiewicz proposal.  It was proposed that we set the priorities.  Start by the tennis courts, move up stream, set a $10,000 cap including materials.  Asking for trouble if go too far into mound in back.
 
Discussed DES permit started in 2003-2004.  Cost town $7,000.  Not done much.  Jay Henry cleaned up much of building.  Grade, cover with topsoil, seed it.
 
Big berm in back.  Can see cement and rocks. Pull some out, work with Jay and haul off.  Use Jay’s chipper and save some money.  Find nice contour.
 
Dam.  Remove, bank damaged by erosion.  Take big pile out.  Opens up.  Seasonal pond.  Dam permit good until 2014.  Old Bridge dangerous and need to stabilize.  Clear spillway.
 
Tennis court parking lot.  DES pull junk out at road. Install lawn next to parking lot and trim up trees at entrance to Gray’s Inn property.
 
Back areas.  Not manicured.  Naturalize.  Some plantings to natives to hold bank. Workable and useable.
 
 
Warren proposed using leftover money for landscaping from bond for garage to stabilize erosion at garage.
 
Motion made to accept John Pietkiewicz’s proposal with cap of $10,000 and subject to JCC prioritization.  Motion approved.
 
Tin Mountain conservation working on maintaining trails.  Trail of Gray’s Inn discussed.  Should promote use of town trails and use of land.
 
Talked about hiking trail.  Find boundaries.  Talk to neighbors and connect to Nestlenook.  Discussed Wigglesworth Ledge Trail from Thorne Hill Road to Christmas Mountain condo.
 
Discussed members look for view for trail, find back of property and easiest cut. Thom Perkins liked idea of access to Gray’s Inn trails from JSTA trail.  No fee trail.
 
Larry produced a dredge and fill permit that he just received.
 
Discussed review of Jackson Falls and naturalization of same.
