Meeting Minutes
Present: Tom Burns, acting Chairman; Lynda Mooney, Charlie Santos, Linda Beres, Don Ritz,
Mark Bornheim, Sarah White, Jim Linville
Not present: Member, yet to be designated, Hull Recreation Board
Meeting called to order: 7:10 p.m.
Committee reviewed memo from Phil Lemnios on role of committee. Discussion about role of committee and duties. To advise selectmen and town boards on the implementation of the Hull Open Space Plan, Harbor Management Plan and the Railroad Bed Study
Appointment of committee positions: co-chairs and secretary
Linville: Motions to nominate Lynda Mooney and Charlie Santos co-chairs
Beres: Second
Vote: Unanimous in favor
Beres: nominates Sarah White for secretary
Second: Burns
Vote: Unanimous in favor
Recreation committee slot remains vacant at this time.
Burns: Would like OSR to provide information and do outreach to the public. Start a newsletter, once a month. Message to get to the public is that Hull is a very densely developed community and has limited open space.
Mooney: Does OSR have a budget? OSR needs to establish a budget. Selectmen need to allocate funds to cover costs.
Santos: Suggested creating a web site. Submit text to Josh Cutler and post information to the Hull home page.
Bornheim: Is OSR going to implement action items in the Hull open space plan?
Burns: The ORS will be working under three documents: The Open Space plan, the Harbor Management plan and the Railroad bed study.
Bornheim: Pointed out that grant money can be obtained using the plans- implement the plans action items
Burns: Ask OSR to look over the Main Street project plans.
Mooney and Bornheim: Prefer to look over plans prior to any discussion
Bornheim: How is Main Street an OSR issue?
Mooney: Main Street comes under Hull's Harbor Management plan.
Bornheim: (Main Street) Documents are meaty. Needs time to review.
{OSR looked over Main Street Plans, Don Ritz gave an overview of plans}
Burns: Pointed out that the Hull Historic Commission will host a meeting about the Main Street project on August 22, 7 p.m. at the Library
Linville: Motions made to write a memo to selectmen requesting an informational meeting
for residents who may not know the project is moving forward.
Beres: Seconded
Vote: Unanimous in favor
Mooney: What are committee members top concerns with the Main Street project
Members identified concerns which include:
! Character of the historic area (Village) and neighborhood
! Character of Pemberton area
! Traffic impacts, speed and public safety
! Library parking
! More info needed- update the public
! Concerned about area residents
! Consistency with what was originally agreed to
! Details needed on public access
! Balance parking area with open space at Pemberton
! Too much asphalt in Pemberton area not enough green space
! Maintain process
! What is the history of design process in terms of public input
! Access for Pemberton boat house
Other business:
Santos: Announced that the Weir River study group was organizing a canoe and kayak trip. Not sure of the date but Samantha Wood is the coordinator
Discussion about having and OSR committee member as liaison
to the Weir River Study Committee
Mooney: Nominated Linda Beres liaison to the Weir River Study Committee
Vote: Unanimous in favor
Burns: Public meeting on Nantasket Pier reuse plan on August 2; 7 p.m. at the Senior Center
Next Open Space and Recreation Committee meeting: August 13, 2001; 7 p.m in the upstairs meeting room at Town Hall.
