        The meeting of the Hull Board of Selectmen was called to order at 7:40 pm on Tuesday evening, May 16, 2006 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts

Present: Christopher Olivieri, Chairman; Joan Meschino, Vice Chairman; Ronald Davy, Clerk; John Reilly and John Silva, Members. Also present were: Christopher McCabe, Town Manager and James Lampke, Town Counsel.

IN MEMORIAM
        The Chairman opened the first Selectmen’s meeting following the Town Election held on May 15, 2006 by observing a moment of silence on the passing of Donaldina “Donnie” Gately (nee Kelley) a teacher in the Hull School System, and for Judith Greenberg, wife of retired Firefighter Frank Greenberg. A retired employee of the Hull Municipal Light Plant she was a former Member and Chairman of the Hull Planning Board, and a member of the Zoning Bylaw Study Committee.

Olivieri spoke about Gately as being one of his teachers in school when she was Ms Kelley, and that Frank Greenberg had been his sports coach.

7:30 pm - Reorganization

        Olivieri, the Chairman of the Board over the last year, thanked his supporters and the voters for re-electing him to the Board of Selectmen and made the following motion:

Moved-Olivieri  To nominate John Reilly, Chairman; John Silva, Vice Chairman; and Ron Davy, Clerk

Vote Four in Favor; One Opposed (Meschino)

Members exchanged seats and Olivieri turned the gavel over to Reilly
Reilly thanked Olivieri for his service as Chairman over the last year and commented on his excellence in that position.

7:45 pm  - Kevin Morris-re: Endless Summer Waterfront Festival

Kevin Morris appeared before the Board for support to hold the second annual Endless Summer Waterfront Festival on Saturday, September 16 from 12noon to 6pm with Sunday September 17 as the rain date, to be held in the area of the Nantasket Pier. He said that they are seeking to partner with the Town and to close the streets and provide portable kiosks on each side with an opening in the middle of the road wide enough to permit emergency vehicles. He suggested that this will improve safety access to the festival for the  children.

They also plan to host the Nantasket Beach Car Show. Morris said he is working with the DCR to partner with the group and the Town and he addressed public safety, liability insurance, rubbish removal and support for the fund raising event.

Police Chief Richard Billings was present and said that he has viewed the proposal and does not see any difficulty.

Following a statement reminding everyone that the fund raising Nantasket Triathlon will be held the preceding weekend so that each may help support the other;

Correspondence

1.      The Chairman Reilly read a letter from the Massachusetts Municipal Auditor’s & Accountants’ Association noting that Marcia Bohinc, Hull’s Town Accountant had  passed the examinations and met all of the education and experience requirements to be recognized as a Certified Governmental Accountant

Silva said that to pass the first time out is not a small feat and he moved to direct the Town Manager to send a letter of congratulations to Bohinc. The motion was seconded by Davy and voted unanimously.


2       Read a letter from the Anti-Defamation League stating that the “ Hull No Place for Hate" Committee   will be officially re-certified and praised the group for its work over the past years.

3       Authorized Unanimously the sale of a surplus 1980 Mack Fire Engine, VIN #CF685F2136 valued at $10,000. as requested by Fire Chief Frank Lyons on a motion by Davy, seconded by Silva at a minimum bid of $10,000.

4.      Read a letter from MMA in regard to an increase in the lottery distribution for which Ch 70 has been increased by $63,000 and  the lottery distribution has been increased by $170,000.
Licenses

Unanimously approved a one-day all alcoholic license to the Knights of Columbus, 440 Nantasket Avenue for June 3, 2006 from 7pm to June 4, 2006 at 12:30am on a motion by Davy Seconded by Silva.

Unanimously approved the renewal of the Parking Lot Application for a 150 cars to Steamboat Wharf Marina. 48 George Washington Boulevard subject to the presentation of a parking plan to the Board of Selectmen at its next meeting for approval, on a motion by Olivieri, seconded by Silva.  
Town Manager

Stated that notice has been given for the sale of surplus property at 48 J Street with a minimum bid of $222,700.

Updated the board on the utility line project at Peddocks Island. He said drilling is to start this week and will be done from 7am to 7pm. Completion is expected to be August 1st.

He noted that there is an LNG hearing in the Gardner Auditorium on Monday May 22nd.
Meschino offered to attend.

McCabe asked the Board to declare a State of Emergency as there are many homes that have been damaged from the rain storm. He added that the Highway Department did a “yeomen’s” job.

        The board recessed at 8:40 pm and returned at 8:46 pm

        Reappointment of John Meschino for a term to expire in 2009; Francis J. Parker, Jr. for a term to expire in 2009; James E. Reineck for a term to expire in 2009

Moved-Davy:     To reappoint all three Members

Vote: Four in favor; one recusal (Meschino)

Paul Paquin and Jane Bowler were applicants to fill one vacancy. Bowler withdrew and Paquin had no statement, he said, as he is well-known as a former Member.

Moved-Davy:     To appoint Paul Paquin for a term to expire in 2008.

8:45 pm Disability Commission and War Memorial Commission Appointments

Moved-Silva:    To reappoint Joan C. Humphreys and Peter Lombardo for terms to expire in 2009

Moved-Davy:     To reappoint John J, Coggins, Jerry McLaughlin and to appoint William Henderson to the War Memorial Commission for terms to expire in 2007.

        Silva asked about the manner by which a Korean War Veteran from Hull could have his name placed on the War Memorial, as it is missing. He was referred to the Veterans Agent or War Memorial Commission.

Memorial Day services will begin at 9am at the Hull High School on Monday, May 29, 2006. There will be the following dedications: John Zullo, Sr.(Cemetery Wall he constructed)  Joseph William McNamara (West Corner Bridge); Sumner Goldberg  late Veterans Agent ) Corner of C Street and Nantasket Ave,) and  Chef Paul and his brother Peter Gianibis, Strawberry Hill.  Also, a plaque has been placed on the Highway Garage in dedication to Matthew J. Muncy, a former Superintendent of Streets. However, the services will be held June 17th, so that the family would be available to be present.

        Olivieri had written a letter in regard to the Conservation Commission and Board of Selectmen program for dune closure and asked for approval of the letters by the Board:

Moved-Silva:    that the Town Manager take legal action in regard to the new door for Town    Hall that has not been delivered and for which a deposit has been paid.

Jeanne Paquin, newly elected Planning Board member, asked that the Board of Selectmen recognize Jim Linville, who just retired from the Planning Board and was a former Member of the Board of Selectmen.

Reilly announced that the next meeting of the Board would be May 25th.

        Sergeant Dale L. Shea of the Hull Police Department in a letter to the Board of Selectmen noted the Ticket or Clicket program and Buckle-Up month as two of the programs to educate the public on auto safety by the Office of Public Safety and Governors Highway Safety Bureau. Officer Shea personally presented a Resolution asking the Board to declare May 2006 as Buckle Up Month in Hull

Reilly read the proclamation for the benefit of the attendees and television audience.

Moved-Meschino: To declare May 2006 as Buckle Up Month in Hull and to support the members of the Hull Police department in their efforts to encourage members of the community to buckle up.

Moved-Silva:    To go into executive session to discuss the sale, lease and disposition of property and negotiations with non-union employee and not to return to open session.
