The meeting of the Hull Board of Selectmen was called to order at 7:40 pm on Tuesday evening, June 15, 2004 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.

Present: John Reilly, Chairman; Gerard McLaughlin, Vice Chairman; Christopher Olivieri, Clerk; Leonard Hersch and Joan Meschino, Members.  Also present was: Christopher McCabe, Town Manager.

7:30 pm  V.F.W. - re: Change of Manager

MOVED-Olivieri: To approve the change of manager application from the VFW. Salisbury Street, from Robert Johnson to Francis X. McInnis, III.

7:45 pm - Marston Inn, Philip J. Bellone, Mgr. - Lodging House License - New Manager

        Philip Bellone of 29 Beach Avenue, the new owner and manager/applicant for 8 Hillside Road, said that he has managed property for over 40 years, and has had no incidents during his ownership over the last six months; that he visits the property at least twice daily; and that there is an on-site resident manager.

        McLaughlin told Bellone that the Selectmen want on record the telephone numbers for the manager of record and the on-site manager, and that the neighbors should also be provided with a contact name and number.  Bellone agreed to send out letters to the neighbors and to provide the telephone numbers.

CORRESPONDENCE


1.  Unanimously approved the request of Kristen Wychoff and Daniel Gharibian to use the gazebo at Mariners Park for their wedding on September 25, 2004 scheduled for 5:30 pm with the reception at the Hull Yacht Club and permission to set up a tent, if the weather requires, for Thursday September 23 and to be removed September 27 subject to the party leaving the premises cleaned of debris, on a motion by Hersch, seconded by Olivieri.

2.  Noted the Yard Waste Report to the Board submitted by Harriet Thorpe, to be scheduled at a later date.

3.  Unanimously approved a Letter of Commendation to John Coggins of the War Memorial Commission for his untiring efforts in handling Veterans Day and Memorial Day, and other services dedicated to the veterans, as suggested in a letter from Bill Henderson, on a motion by McLaughlin, seconded by Hersch.

4. Reilly read a memo from Police Chief Donald DiMarzio, dated June 9, 2004, in response to the Selectmen's vote in regard to restricting access to the A Street pier during the hours from 11:00 pm to 4:00 am.because of numerous reports of disturbances to the neighborhood.  The Chief suggested four actions to be considered, briefly: placing secured and tamper-proof lighting on the pier; more frequent visits by the Harbormaster; increasing police patrols and the use of bike patrols and foot officers; encouraging residents to call the police; and if the restrictions are to be kept in place signs must be installed.

Also included in correspondence and read by Reilly was the Roll Call memo issued to the Officers in regard to the pier.  Discussion was postponed until after the next appointment.


8:00 pm Larry Bingaman of Aquarion Water - re: Community Service


        Larry Bingaman, Senior Vice President of Operations appeared before the Board to discuss Aquarion Water Companysponsored within the South Shore to promote Earth Day, which was won by Andrew White of Hull.

        Members asked several question in regard to financing, costs, bonding and appreciation.  They also asked about infrastructure repairs to the many water pipes in Hull that are not installed deep enough to keep from freezing.

        McLaughlin asked Bingaman for a final report on the broken pipe problem and a print out showing Hull properties with problems identifying improvements planned.

A Street Pier

        McLaughlin read a letter of complaint about the problems caused by teenagers at the A Street pier written by Denise Whittford, as a sample of the seven letters received this week, and spoke about the urgency of restricting use of the pier, and implementing some of the suggestions offered by the Police Chief.

MOVED-Meschino:         To enact the restrictions for the use of the pier and to revisit the issue at the end of July.

        Hersch disagreed with the restrictions, he said because he believes the general public should not be deprived of its use.

        The Board recessed at 8:43 pm and returned to open session at 8:48 pm.

        McLaughlin asked for and received a point of personal privilege over a remark made by Hersch prior to the recess.


8:45 pm Beach Management Committee - Maintenance and Clean-up of Beaches and Dogs on the Beach


        Rhoda Kanet, Chairman and Gerry Nirenberg Member of the Beach Management Committee reported to the Selectmen on its Committee's progress.  She spoke about an education program for the workers for maintenance, cleaning and removing seaweed from the beach, that permission is needed from the Town Manager to remove seaweed; that the new barrels on the beach will be covered to prevent coyotes from feeding on the beach; that a Town bylaw is needed in regard to dogs on the beach; that an agreement has been reached with the clamming boats to remain at a 12' depth during low tide; requested that Committee Members be invited to all meetings with the DCR; that the sand delivered and placed on the beach last year was not what was ordered and hated by everyone, but that has now been covered with our beach sand leading to the conclusion that the beach is a stable beach; and requested that Maxine Winnig, an Alternate Members, be appointed as a permanent Member of the Beach Management Committee

MOVED-Hersch:   To authorize the Town Manager to have rubbish pickups on the beach every weekend and use overtime and/or extra help if necessary
SECOND-McLaughlin:      adding “including Sunday and Monday mornings”
VOTE: Unanimous in favor

        McLaughlin emphasized that pickups will be on Friday, Saturday, Sunday, and Monday and None on Tuesday or Thursday.

MOVED-Hersch:   To appoint Maxine Winning to the Beach Management Committee as a permanent Member

8:30 pm Steve Lathrop - re: Airport Noise Study Committee

        Steve Lathrop informed the Board that the Legislature is about to pass a bill creating a Community Advisory Committee and asked if the Board wanted him to serve on that Committee.  He estimated the cost of a public relations package to be about $3,000.

        McCabe said that the Town Meeting had appropriated $35,000. for the noise study and is unsure if the funds can be used for the Community Advisory Committee.

        Reilly said the question as to whether the $3,000 can be used for the same issue, but a different subject, will be put to Town Counsel.

A Street Pier

        The Members voted on the motion to support the restriction made earlier in the evening.

5.  Reilly read a memo from Police Chief DiMarzio in regard to parking concerns at Harborview Road/Jacobs School area referred to him by the Board last week, in which he suggested that no parking areas could be the solution.

6.  Accepted with regret the resignation of Paul Paquin as a Member of the Water Resources Committee to become the Chairman of the Hull Conservation Committee.

Took under advisement the Pay-as-you-Throw plan until after public meetings have been held.

TOWN MANAGER

McCabe said that two conferences are scheduled for a pre-bid conference in regard to the RFP on Nantasket Pier; that brush removal was almost complete at the Jacobs School; that a letter of Intent was issued to the Town from the Harbor Alliance to begin negotiations in regard to windmill installation on the Boston Harbor Islands.

NEW BUSINESS

        Hersch thanked Paul Paquin for his assistance with Straits Pond; Meschino reported on her meeting with the HRA; McLaughlin complimented the 2004 High Scholl Graduates and the Commencement Speaker, Nancy Dunn, and he reminded everyone of the planned Citizens Academy to begin this fall under the direction of Sergeant Love; Olivieri congratulated Community Development Director, Jay Szklut on his recently won award for his submission to the Pioneer Institute that he is to receive at an Awards Dinner this Thursday evening; and Hersch expressed concern over the lack of parking for the LeCalypso Restaurant that is within the seawall reconstruction area and therefore has no parking.

MOVED-Hersch:   To authorize the Fire Department and Police Department to work with Le Calypso to provide them adequate parking

        Reilly said the last meeting before the Fourth of July will be June 29th and the following meeting will be July 6th.
