May 18, 2004
The meeting of the Hull Board of Selectmen was called to order at 7:43 pm on the evening, May 18, 2004 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.
Present: John Reilly, Chairman; Leonard Hersch Vice Chairman; Christopher Olivieri, Clerk; Gerard McLaughlin, and Joan Meschino, Members. Also present were: Christopher McCabe, Town Manager and James Lampke, Town Counsel.
Vice Chairman Hersch opened the meeting with a moment of silence on the passing of Fred Rust, a long time resident and Hull businessman who died at the age of 84. Hersch, in praising Mr. Rust as one who was always doing for others, said of him that he was someone who didn't know how to say no.
John Reilly was congratulated on his re-election to the Board and Joan Meschino was congratulated on her election to office and welcomed as a new Member of the Board.
Reilly said of Tom Burns, who was not returned to the Board, that he was dedicated to the issues he was passionate about and thanked him for his service. He also thanked the voters and supporters saying he will strive to do his best.
Meschino thanked everyone who voted. She also thanked her husband, family and supporters.

Michelle and Philip Furman - re: Tent for Graduation Party
This matter was continued from last week for approvals from various departments to erect a tent on the railroad bed at P Street for a graduation party on May 23, 2004 between 2 pm and 6 pm.
Police Chief Donald DiMarzio sent correspondence of approval and McCabe said that he received verbal approval from the Deputy Fire Chief and Superintendent of Streets.

TOWN MANAGER
Coyotes
McCabe said that there will be a public informational meeting at the Memorial School tomorrow night at 7:00 pm in regard to the coyote problem at the Jacobs School.
The Members made it clear that they do not want any procrastination on this matter, and do not intend to wait for a child to be mauled or killed.
McCabe said that the coyotes are not denning on the bluff but on the shore and that people need to be warned not to feed their pets or leave any food outside, and to secure their rubbish bins. He added that they would be hiring equipment to remove the brush from the embankment.
DCR
Olivieri told the Board that one of the suggestions offered in the filing to the Pioneer Institute that tied for first place was for the Commonwealth to pay the Town to patrol the Reservation. Not only would it save the state money it would give us patrols that are no longer provided. He said it costs the Commonwealth $280,000 annually for the police protection and the recommendation is that the State pay the Town $180,000, which is the estimate McCabe worked out with the Police Chief. He added that Senator Hedlund is prepared to file a bill requesting $200,000.

Hersch said that he wants more detailed information on the length of time and details of the budget; Reilly cautioned that it might be a large sum this year and then be reduced; McLaughlin said he agrees with the theory and McCabe said he would put together a package for the Members.
OTHER BUSINESS
Reilly said that Dr. John Silva, former School Committee Member, who relinquished the seat to run for Selectmen, had served on the School Building Committee and he would like to see him appointed.

Reilly requested the Town Manager to put together a State of the Town Report as did former Town Manager Phil Lemnios. He gave samples of the Lemnios' report to McCabe for his information.

Reilly listed his policies for conducting meetings and added that if at any time Members are not satisfied a new election of officers can be held.

McCabe said that there had been only one call today on the midge problem at Straits pond and that had been to say the problem is better than in the past. The pond is at 20 parts per thousand of salinity and that he expects to contract for the removal of the dam and culvert soon.

Discussion was held on the temporary repairs to the seawall and the parking difficulties that might ensue. Reilly offered to phone Kathy Abbot of the DCR, and Steve Pritchard and see if he could get any further information.

Hersch said that because the local newspaper did not run last week's announcement that he had made that he said is important to a lot of people he would repeat it. Senator Hedlund will attend the rededication of the Bernie King Pavilion on June 6 between 2pm and 4 pm and music would be played by “Four Men in a Tux” who have donated their services.

A Happy Anniversary was wished to Dr. Olivieri and his wife, who was present, and the meeting adjourned at 9:45 pm.
