7:45 pm Chief Brooker - re: Traffic Rules and Orders
Brooker presented an amendment to Hull's Traffic Rules and Orders for adoption by the Selectmen as follows:
MOVED-Hersch: That the traffic Rules and Orders of the Town of Hull, adopted by the Board of Selectmen on August 8, 1934 and subsequent amendments thereto, be and are further amended as follows: 205-41. Left Turn prohibited. No driver of a vehicle shall make a left turn at Nantasket Avenue, for exiting traffic from drive (exit/entrance) located at the northerly boundary of 518-528 Nantasket Avenue aka Kenberma Place.

Reilly mentioned a letter from Jeanne Baravella, 97 Hampton Circle in regard to the right of ways and the unwanted dinghy storage.
McLaughlin suggested appointing a committee; Burns suggested looking at other areas; and Lampke said he had a meeting with the Harbormaster and Highway Superintendent to discuss the matter while he was Acting Town Manager and that they were working on a plan.
8:00 pm Government Study Committee - Re: Status Report
Roger Jackson, Chairman, and Carl Katzeff, Member of the Government Study Committee, presented an oral status report.
Jackson said the Committee is looking at a change in the appointing authority of both Chiefs, and Selectmen, and removing the Police Chief, Fire Chief and Highway Superintendent from Civil Service, but, retaining the 15 day period for objection of any appointment by the Board of Selectmen.
Katzeff told the Board that the Committee is still having discussions on how the changes might work.
Hersch thanked Jackson and all the members of the Committee of whom he said they have worked very well for the Town, but, Hersch added the point of disagreement he has is in the appointing authority, and asked what evidence has been produced to show that the Board of Selectmen should not retain its power of appointment.
McLaughlin commented that he has served on the Committee and has worked diligently on the process, but he said he has an open mind and would like to have more meetings before taking a stand.
Reilly said he has not felt any political pressure on appointments, and knows of none placed on other members. He said he is concerned about putting too much on the Town Manager's shoulders.

Burns asked if the suggestions are supported by all the Committee Members. Jackson indicated it was not at this point.
The Board recessed at 8:51 pm and returned to open session at 9:07 pm.
CORRESPONDENCE
Announced that the flu vaccine is available any anyone wishing to be inoculated should call Joyce Sullivan, Town Nurse.
Announced that the Massachusetts Municipal Association (MMA) has selected Hull to be the recipient of the Kenneth E. Paicard Municipal Innovation Award for the Hull Wind 1 Project which will be presented on January 11, 2003 at the Hynes Convention Center.
Announced Aquarion Water Company has lifted the water restriction.
8:30 pm Chief Brooker - re: Police Interviews
Chief Brooker told the Board there are three females applicants for a conditional appointment to serve on the Hull Police Department: #1 Wendy Cope-Allen; #2 Amanda Miranda; #3 Tanya L. Porter.
The Chief in his memo said that based on all reviews and the recommendation of Executive Officer, Police Captain Donald DiMarzio and Administrative Sergeant Robert C. Sawtelle, that he recommends Wendy Cope-Allen for the conditional offer of employment.
Wendy Cope-Allen
Reilly explained that all applicants will be asked the same questions, which had been prepared in advance.
Cope-Allen told the Board that she is from Weymouth, has a Business Management Degree from Quincy College, a former matron for Weymouth, Hingham, and Hull Police, a certified rape investigator and full time dispatcher for the Hull Police, among other experiences.
Cope-Allen answered each of the questions from each of the Selectmen and the final question from Brooker was whether she found the process fair and did she have any suggestions for improving the process, to which she responded that the process was fair and that she had no suggestions.

Amanda L. Miranda
Reilly explained that all applicants would be asked the same questions which had been prepared in advance.
Miranda said she is a resident of Scituate, has a degree in Criminal Justice from Westfield, was President of the Student Body, had an internship with the Probate Court in Hingham, a Domestic Violence Counselor in Superior Court, and was a Police Civil Advocate in Brockton, among other resume items.
Miranda answered all the questions from the Selectmen and the final question from Brooker of whether she thought the process had been fair and did she have any suggestions as to how it could be improved, to which she replied that it was a fair process and that she had no suggestions.
Tanya L. Porter
Reilly explained that all the applicants would be asked the same questions which were prepared in advance.
Porter told the Board that she had a degree from Quincy College in Cosmetology; was employed as a para legal in a law firm, returned to college for a four-year course in Law Enforcement and graduated with honors were among those experiences she listed.
Porter answered all the questions asked by each Selectmen and Brooker
Each Member of the Board praised all of the candidates and spoke of how lucky Hull was to have three such bright, outgoing and competent candidates.

Reilly expressed his thanks to the three candidates and to Brooker and the Department for “a job well done”.
MOVED-Burke: To ask the Chief for another gender specific list because of the high caliber of these candidates.

When the Chief responded that the list is still outstanding Burke and Burns withdrew the motion and the second.
Burns said that the Open Space Committee held a public hearing on October 24th on John Meschino's plan for enhancement of the railroad bed and that the minutes will be available at the Conservation Office.
McCabe requested that the Library contract be postponed until the next meeting.
McCabe noted that Chapter 291 of the Acts of 2002 authorizing the Town to lease Nantasket Pier for up to 99 years was approved by the Legislature on August 21, 2002.
MOVED-Hersch: To go into executive session to discuss pending litigation and disposition of real property.

The Board moved into executive session at 10:03 pm and reopened at 10:30 pm.
Reilly said that during the executive session the William Golden, Attorney was told to proceed with the appeal of the Hull vs Massport Lawsuit.
MOVED-Hersch: To authorize the Town Manager to pay Mr. Golden the sum of $50,000. for settlement of the $80,000. invoice submitted for legal fees.

MOVED-McLaughlin: To authorize Hersch and Reilly to meet with the Hingham Selectmen and Mr. Golden to discuss fees.

In regard to an easement at Sunset Place which needs adjustment a motion was made:
