Minutes
August 28, 2001
The Hull Board of Selectmen meeting was called to order at 7:35pm on Tuesday evening, August 28, 2001 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.
Present: Joshua Cutler, Vice Chairman; Thomas Burns, Clerk; John Reilly and Regina Burke, Members. Also present were Philip Lemnios, Town Manager, and James Lampke, Town Counsel.
Not Present: Timothy MacKenzie, Chairman
The Vice Chairman opened the meeting and recognized Philip Lemnios, Town Manager who notified the Board that he has appointed Eleanor McGonagle, as Hull's part time Director of Human Resources effective September 11, 2001. McGonagle , who Lemnios said has a Masters in Human Resources and over 15 years experience in municipal,and state government and the private sector, will be a shared employee with the town of Hingham, where she also works part time.
MOVED-Reilly: To waive the Selectmen's power to reject the appointment

Hull Police Chief Donald Brooker requested the Selectmen to call for a Civil Service list.
MOVED-Reilly: Move to request a certified civil service list as of September 1, 2001 for the hiring of Police Department Officers.

Two motions made by the Selectmen on February 27th following an executive session dealing with the school bonding issue, which had not been included in the approved minutes, were presented at the meeting and the minutes of February 27, 2001 were approved as amended with the two missing motions..
MOVED-Burns: To approve the minutes of February 27, 2001 as amended

New Business
Cutler discussed a Patriot Ledger article in regard to disposition of abandoned buildings he though might have some useful ideas.
MOVED-Cutler: To direct the Building Commissioner to establish an inventory of abandoned buildings

VOTE: UNANIMOUS in Favor
Burns thanked Peter Seitz, Cable Television Director, for the improved quality of reception he has been able to achieve.
He also commented that during his recent campaign he promised to address the use of executive sessions, but has discovered that they are necessary for the protection of the town's interest. Burns said, "There is no shadow government."
Cutler acknowledged that working in open session can be a problem and cited as an example the negotiations concerning the Nantasket Pier development.
MOVED-Burke: To go into executive session to discuss strategy in litigation and the sale, lease or disposition of real property and not return to open session.

ROLL CALL VOTE: Aye, Reilly; Aye, Cutler; Aye, Burns; Aye, Burke.
The Board moved into executive session at 7:50pm and thereafter adjourned.
