OPEN  FORUM

July 17, 2001

        The Hull Board of Selectmen meeting was called to order at 7:30 pm on Tuesday evening, July 17, 2001 at the Hull High School, Main Street, Hull, Massachusetts.

Present:        Timothy MacKenzie, Chairman; Joshua Cutler, Vice Chairman; Thomas Burns, Clerk; John Reilly and Regina Burke, Members.  Also present were Philip Lemnois, Town Manager; James Lampke, Town Counsel, and Jay Szklut, Community Development Director.

               Approximately 75 persons attended the open forum for a presentation of the three proposals received by the Town under a Request for Proposals for the development of Nantasket Pier.

        MacKenzie described the format to the public stating that this is just the first of several planned forums and questions from the audience will be limited.

        The names of the developer were placed in a hat and drawn for order of presentation.

Bayside Marketing Systems

        Edward O'Brien, owner of Jake's Restaurant, and lessee of town-owned land at the pier for many years, his son James O'Brien, and consultant Carl Katzeff gave presentations.

        The Bayside Group presented a plan which maintains the current Jake's, the existing ramp, public access to water and floats, additional parking to users and other local; establishments, provide tents, pushcarts and a kiosk for economic activity and the latter especially for use by non-profits, to create an inviting new image to the entrance of town.

        No added revenue will accrue to Jake's, they said, and the estimated rent and tax payments are $500,000 over 25 years with an initial development value of $360,000 and maintenance, provided by the Bayside Group of $700,000.  Sharing with other business such as the carousel, and especially with non-profits, is also included in the plan.

        The Bayside Group stated that should another developer be selected they are willing to work with them.

        Presenting the proposal were Joseph Sugar of Sea Chain; James Fay of Fort Point; and Hubert Murray, Architect.  The proposed development will consist of a 120 slip recreational/commercial marina, 45,100  s.f. of space to include 24 residential units on upper floors; 6,850 s.f. of retail space and 3,410 s.f. marine related space.  In addition 1,441 s.f. building at end of pier for harbormaster and galley restaurant.  The development proposal consists of harborwalk, public restrooms, public pavilion, transient docking for excursion vessels and parking for 143 cars.  Provisions are made for the commercial fisherman in the plan, representatives said.

        Development costs estimated at $5,900,000 with an income to the Town of a monthly ground lease, taxes and a per cent of the profits, with amounts to be increased each year for ten years.

        The developer has listed extensive credentials in the construction and operation of marinas, and in construction and management of residential units.

        Presenting were Steve Cecil, Architect; Tom Cox of Bosport; and Jim McAuliffe of Abbott.  They said the proposed development will consist of 140 slips for a destination/resort marina with limited seasonal storage and no mechanical or service work.  No storage of vessels on the upland, with facilities to include a swimming pool, showers, laundry and marina office.  Provisions in the plan provide for the harbormaster and commercial fishermen, representatives said.

        Also to make it financially feasible, they said, 68 luxury residential units consisting of 14 one-bedroom and 54 two-bedroom units.  Designed to reflect Hull's past with complex roof and a shingle-style character.  The total number of parking spaces to be 225.

        Financing through a 99 year term lease with an annual ground payment of $175,000, which is to increase by 5% on the fifth anniversary and every 5-years thereafter.

        The developer has listed extensive credentials in the construction and operation of marinas, and in construction and management of residential units.

        The last two proposed developers both said that the marina operation is not viable without the addition of residential housing, but during questions from the public the Selectmen were asked to report on the feasibility of building and operating a town-owned marina.

        After Reilly explained that the Town has reams of information on the construction and operation of a town-owned pier and that it needs to be compiled for the general public, a motion was made.

                        MacKenzie announced that the next open forum will be held at the senior center on August 2, 2001 at 7:30pm.
