HULL CONTRIBUTORY RETIREMENT BOARD MEETING
May 23, 2019

The regular meeting of the Hull Contributory Retirement Board, duly posted to be held in the Selectman’s Meeting  Room, Town Hall, Hull, MA on the above date was called to order at 9:06 a.m. Present were, Members, J. Michael Buckley , Gregory Galvin, Brian Thompson, John King, Eileen White and Retirement Administrator Lauren Durham.

In accordance with the open meeting law, the Chair was notified and it was announced that Lauren Durham was making and audio recording of the meeting.

Minutes:
Brian Thompson made a motion, seconded by Eileen White to approve the minutes from April 23, 2019 regular Board meeting as presented.
Unanimously Voted.

Payments:
John King made a motion to approve and sign the Payroll Warrant for May 2019, the Bill Warrant for May 2019, seconded by Eileen White.
Unanimously Voted.

Refund/Rollover Request:
Greg Galvin made a motion, seconded by John King to approve the refund requests:
Richard Morris, of the Hull Board of Assessors. This position went from a paid position to an unpaid position in 2009. Total refund amount is $86.20 to be paid to Mr. Morris.
Alice Sloan, former employee of the Hull School Department from September 5, 2017 through June 21, 2018 has request a refund in the amount of $1,216.87 to be paid to Ms. Sloan and $304.22 to be paid on her behalf to the IRS. Total creditable service is 9 months.
Unanimously Voted.

Retirement:
John King made a motion, seconded by Brian Thompson to approve the application for Superannuation retirement under Option C from Edward Cooper of the Hull School department. Mr. Cooper has 21.333 years of service and will be retired as of April 23, 2019. Final Calculation as follows:

Greg Galvin also made a motion to approve the adjusted retirement allowance calculations on behalf of William Souza and Barry Phillips, who received a retro payment due to a collective bargaining agreement. Brian Thompson seconded. In addition, a 2nd transfer on behalf of David Brissenden was approved for the same reason, transferred to Needham Retirement Board.
Unanimously Voted.

Military Buyback Request:
John King made a motion, seconded by Greg Galvin to approve the request from Sean Fahey, of the Hull Police Department, permission to purchase 4 years of military time. Total cost to purchase is $15,735.60.
Unanimously Voted.

Review/Discussion:
The Board reviewed the Audit Report from PERAC covering years 2013, 2014, 2015. Greg Galvin made a motion, seconded by Eileen White to approve the audit, as presented with 0 findings.
Unanimously Voted.

Dylan Greeley was hired by the Hull School Department on 3/20/2019. Prior to presenting his membership to the Board for approval, he terminated employment on 5/7/2019. Greg Galvin made a motion, seconded by John King to accept Dylan Greeley in to the Retirement system as of 3/20/2019.
Unanimously Voted.

The Board has received notice from Atty. Sacco that the Case, Gregory Shea v. Hull Retirement Board, et.al., has been dismissed from Plymouth Superior court as of May 7, 2019. Mr. Shea has 60 days to appeal to the State Appeals Court.

Updates:
2019 Spring MACRS conference is scheduled for June 2-5, 2019- All board members who expressed interest in attending have been registered.

Mike Buckley authorized $250,000.00 to be liquidated from PRIT in order to fund May payroll on May 30, 2019.

The Board reviewed the PRIM Board update for April 2019.
The Board reviewed the Trial Balance for April 2019.
