MINUTES
HULL CONTRIBUTORY RETIREMENT BOARD MEETING
July 31, 2018

The regular meeting of the Hull Contributory Retirement Board, duly posted to be held in the Selectman’s Meeting room, Town Hall, Hull, MA on the above date was called to order at 9:08 a.m. Present were, Members, Gregory Galvin, Brian Thompson, and, John King, Michael Buckley and Retirement Administrator Lauren Durham. John Reilly was absent.

In accordance with the open meeting law, the Chair was notified and it was announced that Lauren Durham was making and audio recording of the meeting.

Minutes:
Brian Thompson made a motion, seconded by Greg Galvin to approve the minutes from June 26, 2018 regular Board meeting as presented.
Unanimously Voted.

Payments:
Brian Thompson made a motion to approve and sign the Bill Warrant and the Payroll Warrant for July 2018, seconded by Greg Galvin.
Unanimously Voted.

Michael Buckley authorized $275,000.00 to be liquidated from PRIT in order to fund the July payroll.

Payroll Changes:
The Board has been notified of the death of John Lisenby who was retired under Accidental Disability, Option B on January 15, 1972. Shirley Wentworth, spouse of Mr. Lisenby is eligible for a retirement benefit under M.G.L c. 32 §101 as amended by Sections 63, 64 and 65 of Chapter 139 of the Acts of 2012 in the amount of $12,000 per year.  Noted.

Service Liability Request/Adjustment:
The MWRA has requested the Hull Retirement Board review the liability acceptance on behalf of William Mulvaney. He was a member of the Hull Retirement System from 9/26/1986 through 12/31/1987. He was granted a refund of accumulated deductions on January 14, 1988 and 1 year and 2 months of service liability was accepted. Based upon his payroll records, his total service should have been 1 year and 3 months.

Mr. Mulvaney also has non-membership service from 9/30/1985-9/25/1986 that he is now requesting to purchase from MWRA. MWRA has requested the Hull Retirement Board accept the liability on this non membership service as it appears he was erroneous excluded from the system.

Greg Galvin made a motion to
  • Amend the service liability for Mr. William Mulvaney for the service which was refunded on January 14, 1998 from one (1) year two (2) months to one (1) year and three (3) months for the time period of September 26, 1986 through December 31, 1987.
  • To accept one (1) year of service liability for time period of September 30, 1985 through September 25, 1986, prior to becoming a member of the Hull Retirement Board.
Seconded by John King
Unanimously Voted.
Review/Discussion:
Barry Phillips of the Hull Fire Department withdrew his request to appear before the Board to discuss receiving a refund of deductions paid on clothing allowance stipend prior to pension reform.

Updates:
The Board has been notified of the Court granting permission to  Atty. Nicolas Poser to withdraw as council for Greg Shea. A motion was filed, by Attorney Poser, on behalf of Greg Shea, to be granted an extension in order to seek adequate counsil for his appeal. At this point there is no action for the Board to take as Mr. Shea is not receiving a pension and an appeal is pending.

The PERAC Emerging Issues Forum is scheduled for September 13. 2018 at Holy Cross in Worcester. Registration can be done directly through PROSPER if and Board Member plans to attend. This conference is elegiable for 3 education credits.

The Trial Balance for June has not yet been prepared as the PRIT Statement was just received. June Trieal Balance will be available for Review at the August meeting.

The Board reviewed the June 2018 PRIT Statement.

The 2018 Statement of Financial Interest are now past due. Any outstanding SFI must be filed ASAP.

Mike Buckley asked if the Board should reach out to employees who are out injured to discuss accidental disability retirement. He wants to be sure the Board is fulfilling their duties for these employees. Greg Galvin offered clarification that the member should come to the Board (or administrator) to discuss their options. If the case presents that an employee is out injured, and is hesitant to retire, there are option for the Employer to file on the employees behalf.

The Board’s next scheduled meeting is for Tuesday, August 28, 2018 at 9:00 a.m. in the Selectman’s Meeting Room: 9:36 a.m.__________
